United States Power Squadrons, its Districts and Squadrons are non-profit boating organizations devoted to safe boating through education whose members consist of enthusiastic sailors and powerboaters. Our national organization, the USPS®, tries to meet the needs of all boaters, both power and sail, big and small, by providing free public boating education courses to all current or prospective boaters and by offering advanced boating education and fraternal boating to their members. It is the squadrons who conduct the public boating courses and are the real heart of the USPS organization.

District 28 is one of the 33 districts of United States Power Squadrons. It is made up of 5 active and 1 provisional squadrons, located in southen California and Arizona. The squadrons range in size from about 30 to over 180 members. District 28 has over 500 members. Bowsprit Award
 

The Bowsprit is a program, which addresses the needs of USPS® as they relate to increasing total membership and education completions and to recognize those Districts based on goal attainment, as outlined with the program rules. It's a "Goals" based program and each district only competes with itself, measuring performance from one program year to the next.

District 28 is a three time winner of this prestigious award. for the years 2000-2001, 2005-2006 and 2006-2007. It is a true testament to the vitality of its squadrons and the enthusiasm of its members


Our District Commander and five Lieutenant Commanders are collectively known as the District Bridge. They are supported by a large number of officers and committees leading every aspect of our operation. The District serves as the link between USPS and our local squadrons. It serves as a resource to the squadron leadership by providing information and guidance to the squadron officers and committees. It also provides feedback to the national organization about items of concern to the squadrons. Each squadron officer has a district counterpart who can provide information and answer questions.

The district in cooperation with one of it's local squadrons host a Fall and a Spring District Conference each year. These one day meetings include business meetings and presentations as well as many social gatherings. Presentation subjects include educational course offerings, boating safety, vessel safety check, co-op charting, membership and membership involvement, publications and officer meetings. The USPS Chief Commander, or a representative, attends and participates in each of these meetings.
