BOC Changes Announced at 2010 Governing Board

Certifiers titles and duties will not change; they will continue to promote the program and assist with certifying that the correct courses, seminars, and non-on-the ­water skills are properly completed. They have no authority to certify any on-the-water (OTW) skills.

Advanced Certifiers who have completed their IN certification and are up to date on their USPS Instructor, First Aid, & CPR certifications will become IN Certifiers. If any of the 4 previously mentioned requirements (IN, ID, FA, & CPR) are not met by 01 Oct 2010, they will revert to a Certifier until all requirements have been satisfied.

Regional Certifiers and Assistant Regional Certifiers are now called Regional Directors (RD) and Assistant Regional Directors (ARD). Their requirements and duties have not been changed. With the change to a total upfront payment for the certification levels and the addition of many more on-line reports, completions should be able to be completed on-line. This mean that a candidate for IN or CN may email copies of all completed documents to the RD/ARD for verification and approval. After completing the information on-line, the RD/ARD will send an email notifying the candidate that his certification has been approved.

Requirements to become a Certifier have not changed. They need to complete (with the aid of a Certifier) the Certifiers Seminar (available on line and soon to be updated), be recommended by their SEO or DEO, and approved by their Regional Director.

To become a CN Certifier, a Certifier or IN Certifier must complete the CN Certifier Training as distributed in Bellevue (with appropriate title corrections), and complete the rest of the requirements for Coastal Navigation certification as well. While the required OTW activity for a CN Certifier is the same as required for a CN candidate, a CN Certifier must be qualified by a CN Certifier Trainer, while a CN candidate may be qualified by a CN Certifier or a CN Certifier Trainer. The 4 additional requirements mentioned in a previous paragraph for an IN Certifier are also required of a CN Certifier.

To become a CN Certifier Trainer, a CN Certifier must be observed as a trainer while training a CN Certifier for duty. The 4 additional requirements mentioned in a previous paragraph for an IN Certifier are also required to be kept up to date.

When the Advanced Coastal Navigator and Offshore Navigator levels are released in the future, similar requirements are expected for ACN Certifiers, ACN Certifier Trainers, ON Certifiers, & ON Certifier Trainers.

The CN kit is expected to be available from HQ around 01 November. The cost to squadrons will be $40. The cost for the IN kit has also been changed to $40. Both of these fees will cover the kit & initial certification including any endorsements requested. Any additional endorsements or replacement certificates will cost $10.
