August 2011 CHANGE RECORD March 2006: The District 28 March 2006 Conference approved the deletion of the inactive Deeds of Gift for the Clare W. Brady Memorial Trophy, the Christensen's Log, and the Arthur A. Osborne Memorial Sail Trophy. Records of these Deeds of Gift are on file with the District Secretary dated March 2004 and prior years.
October 2007: The date of award for the Ernie Casale Engine Maintenance Trophy was changed from Spring Conference to Fall Conference.
March 2008: Flo-Joe's Engraving was deleted as the provider of the Star Program plaques. That responsibility has been assumed by District 28
March 2011: The Star Program Guidelines were revised to reflect current USPS policy, programs, and practices effecting all departments.

In the interest of promoting fellowship between the members of USPS District 28, and of developing interest in Engine Maintenance, Huntington Beach Power Squadron takes pleasure in donating the first perpetual trophy for Elective Courses in District 28.
This trophy shall be awarded annually at the Spring Conference to the District 28 Squadron who has the best record of members who passed "Engine Maintenance" on a % of the Squadron members.
This "Deed of Gift" may be amended by action of the Council of District 28 with the approval of Huntington Beach Power Squadron at a Spring Conference:

Return to Table of ContentsPRINCE HENRY THE NAVIGATOR AWARD The Prince Henry the Navigator Award was presented by the Portuguese Government, represented by Commander Jose' Cabral, to District 28 United States Power Squadrons®, October 19, 1969 at the Fall Conference in Phoenix, Arizona.
At the District Council meeting in San Diego, California December 6, 1969 it was decided that the terms under which the Prince Henry Trophy would be presented to one of the Squadrons would be as follows:
Multiply by two the number of members passing Advanced Piloting plus the number of members passing Junior Navigation multiplied by five and the number of members passing Navigation multiplied by ten. Divide the total by the number of members having passed
Seamanship. Answer to be carried out to three decimal places.The Squadron with the largest answer wins the Prince Henry Trophy. Time is September 1 to September 1.

The Opportunity Score for each Squadron will be computed using "Educational Department Statistics" dated 31 July of the year immediately preceding the year in which the trophy is awarded and will be based on the total count of Advanced Grades awards then having been made to members of the Squadron, computed as the sum of: ten multiplied by the difference in the counts of Junior Navigator and Navigator awards, plus five multiplied by the difference in counts of Advanced Piloting and Junior Navigator awards, plus two multiplied by the difference in counts of Seamanship and Advanced Piloting awards, plus the difference in counts of total members in that Squadron and number of Seamanship awards. The ACHIEVEMENT SCORE for each Squadron will be based on the Advanced Grades awards made to active and family members, and certificate holders, of that Squadron during the period commencing on 1 July and ending on 30 June of the fiscal year for which the award is to be made (Award Period), [except the first Award Period for the ACHIEVEMENT SCORE immediately following the adoption of this amendment will commence on 1 September 1996 and end on 30 June 1977], using the date of course completion shown on the Notice of Course Completion mailed from USPS headquarters, and will equal the sum of:

MALCOLM M. COSTON MEMORIAL AWARD
DEED OF GIFTA Boat Operator Certification (BOC) Award is created to acknowledge the achievements of the District 28 squadrons and their members in advancing their boating skills as defined by the United States Power Squadrons® Boat Operator Certification program.
Whereas Malcolm M. Coston was involved in all aspects of education and safety for over fifty years with the Balboa Sail and Power Squadron;
And Whereas the membership of the Balboa Sail and Power Squadron wish to recognize his contribution to the Squadron, District 28 and boating public in general;
And Whereas an annual perpetual award of merit for Boat Operator Certification, sponsored by the Balboa Sail and Power Squadron, to be presented to a District 28 member annually, would meet this goal;
Therefore be it Resolved that the membership of the Balboa Sail and Power Squadron directs the Executive Committee to procure such perpetual trophy as they see fit for District 28 with the understanding that District 28 will be responsible for issuing and maintain said award.
The perpetual trophy is to be awarded annually at the Fall Conference of District 28 of the United States Power Squadrons to the Squadron in District 28 having the highest score determined by dividing an ACHIEVEMENT SCORE by an OPPORTUNITY SCORE. The awards shall be weighted by a value to reflect the degree of completion difficulty and computed as follows:
The ACHIEVEMENT SCORE for each Squadron will be based on the Advanced Grades awards made to active and family members of that Squadron during the period commencing on 1 September and ending on 31 August of the fiscal year for which the award is to be made (Award Period), using the date of course completion in the District 28 database as received from USPS headquarters, and will equal the sum of:
(a) the number of Offshore Navigator (ON) awards,
(b) the number of Advanced Coastal Navigator (ACN) awards,
(c) the number of Coastal Navigator (CN) awards,
(d) the number of Inland Navigator (IN) awards.The OPPORTUNITY SCORE for each Squadron will be computed using the data of course completion prior to the award year in the District 28 database as received from USPS headquarters, and will equal the sum of:
(a) the difference in Offshore Navigator awards and Advanced Coastal Navigator awards,
(b) the difference in Advanced Coastal Navigator awards and Coastal Navigator awards,
(c) the difference in Coastal Navigator awards and Inland Navigators awards,

The Squadron with the highest score wins the BOC Trophy. For any given award year during which none of the squadrons have achievement scores, the trophy shall be returned to the custodianship of District 28 at the Fall Conference where it shall remain until such time as a new winner is determined.

DISTRICT 28 STAR PROGRAM
DEED OF GIFTWHEREAS the retention of the Members of the individual Squadron units of the United States Power Squadrons® is important to the continuation of the organization and
WHEREAS other activities of the individual Squadrons can contribute to the retention of Members and
WHEREAS the active participation of the elected and appointed officers is critical to the retention of Members
We, FLO-JOE'S ENGRAVING, do create and deed a program entitled the "STAR PROGRAM" with appropriate trophies to District 28 of the UNITED STATES POWER SQUADRONS. The program will contain three (3) levels of achievement namely the STAR SQUADRON STATUS, the TWO STAR SQUADRON STATUS and the THREE STAR SQUADRON STATUS. Each Squadron may achieve any level by accumulating points as prescribed in the Policy statement which is a part of the District 28 Policies and Procedures Manual.
We, do stipulate that the following awards will be eligible for distribution:
1. The Dana Point Power Squadron Memorial Award. A three star gold plated constellation perpetual trophy. This award shall be used to recognize those Squadrons who achieve three star status in each year's competition. The year and each Squadron's name will be engraved on this trophy for each years competition. In addition, this award shall remain in the possession of the District's Property Officer and it is further stipulated that it shall be displayed at all District Conferences as long as the program is in effect.
2. Individual Squadron Awards for each star achievement level shall be provided District 28. Specifically, these awards will consist of:

One Star Achievement - CertificateWe further stipulate that the points as prescribed will be accumulated in the period of 1 February to 31 January of each year inclusive of the beginning and terminating dates.
We further stipulate that the points as prescribed in the Policy Statement will be assembled by each Squadron in its own behalf and that the accumulated points shall be forwarded to the Secretary of District 28 by the 15th of February of the year over which the points were accumulated.
This DEED OF GIFT may be modified by action of a District 28 Conference when the proposed modification is made known to the Membership at least thirty (30) days prior to the Conference.

1. Unless otherwise noted the Points earned based on Membership shall include only voting members.
2. The recipient(s) of the STAR SQUADRON award is/are determined based on the number of Star Points earned in the qualifying period. The Star Points to be earned for each department category are shown in (x). There are three levels of achievement, namely:
Forty Star Points earn STAR SQUADRON STATUS
Fifty Star Points earn TWO STAR SQUADRON STATUS
Seventy-five Star Points earn THREE STAR SQUADRON STATUS3. Each Squadron shall submit its accumulated Star Points to the Executive Officer of District 28 on or before 15 February of the year of award.
4. STAR SQUADRON certificates will be presented by the District Commander or his/her representative at the Squadron change of watch.5. TWO and THREE STAR SQUADRON plaques will be presented at the District Spring Conference.

TRAINING AIDS TROPHY I, Malcolm M. Coston, do hereby deed with no qualification the "TRAINING AIDS TROPHY" to District 28 of the United States Power Squadrons®. The trophy, which consists of a suitably en-plaqued ship' wheel, hereby becomes the property of the District and will be awarded at the Fall Conference of D/28 unless no Fall Conference is scheduled. In the event of no scheduled Fall Conference, the award shall be made at the Spring Conference immediately following the date at which a Fall Conference would normally meet.
The award will be made for proficiency in design, simplicity of creation, ease of transportation and effectiveness in communication of the teaching point for which the aid has been designed.
All Squadrons will be notified by the Education Department of District 28, specifically the District Educational Officer, of the date of award and the squadrons will be actively solicited to provide one or more Training Aids for judgment on the date of the award.
The most successful Training Aid in meeting the above requirements will be chosen by a committee of three (3) qualified members. The Committee in turn shall be selected by the District Educational Officer and the District Commander acting together in private. The Members of the Committee shall not be divulged to the Members and Delegates to the Fall Conference.Amendments to this Deed of Gift may be made only by majority vote of the Delegates to the Fall Conference and when notice of such amendment has been made in the Call to the Conference.

AMENDMENT TO DEED OF GIFT FOR THE
TRAINING AIDS TROPHYWhereas the official name of the "Training Aids" committee has been changed to the "Teaching Aids" Committee, be it ordered that the name "Training Aids" be changed to "Teaching Aids" wherever the name "Training Aids" occurs in the Deed of Gift dated 14 December 1982.
