Why do we ask you for private information like your date of birth and place of birth?  Some states require a license to operate a boat, and some require boat operators to pass a boating safety class before they will issue a license.  New Hampshire requires a Safe Boating Certificate for anyone on their waters.  Once you have completed this course and have passed the examination, you will be given a Certificate of Completion as proof that you have successfully completed and passed this course.  This information is also given to our national USPS office so that you can request a duplicate certificate from USPS in the event that you lose your original certificate. Local records are computerized also for this purpose.
