Please note the May 2008 release of the Operations Manual is a major update and supersedes all previous editions.

The new bylaws as approved at the September 2007 Norfolk Governing Board effective 02/23/08 are included as Appendix A. Please note this was a significant rewrite of the bylaws and essentially, the use of a Board of Directors was approved. This required many changes to the OpsMan; as well, the numbering of several bylaws necessitated verifying each OpsMan bylaw reference. Every effort has been made to ensure the completeness and accuracy of this release.

Either the entire manual or individual chapters can be separately downloaded as needed.

Since this is a major release of the OpsMan, all change bars have been removed from the text. In this release, the updated Membership Manual has been included at Chapter 13 replacing the previous Membership Chapter. A copy of the Membership Manual with appropriate cover page and index can be downloaded as well.

PLEASE CONSULT the What's Changed document for a more detailed listing of all changes to the manual.

If you note any errors or omissions, please inform the Operations Manual Committee so we may correct it. Please know that every effort is made to maintain the accuracy and currency of the OpsMan; however, it is truly a work in progress.
