It demonstrates the squadron's ability in maintaining a scrapbook which should contain only material illustrating the various public relation programs produced by the squadron. This scrapbook serves as a record of achievement as well as a guide for future activity. Materials should be those used for EXTERNAL only communications. This contest rewards excellent overall campaigns as they have been documented in your scrapbook. Remember if it mentions your squadron, district or USPS, put it in "THE SCRAPBOOK"!

The USPS ® Carl C. Mahnken Commander's Cup Award recognizes excellence in presentations that are computer generated using Microsoft PowerPoint or 35mm slides. This offers squadrons an incentive to create and express additional USPS Public Relations in their own communities, which provides information on the squadron and it's contributions to the community. Presentations about USPS to the Lion's Club, Rotary, YMCA, Yacht Clubs and other civic groups that are in our communities are often made using slides or computer generated programs. Each entry should have been presented at least once to the general public. Here is your chance to inform the community about who we are and what we do and why boaters should be involved with our squadrons.

The USPS ® Roger Upton Award recognizes excellence using videotape to include both a videotaped program presented to an audience or broadcast via cable or network television and public service announcements (PSA) broadcast or network. Public Service announcements (PSA's) are a way to improve the image of USPS and the local squadron and publicize our classes. Video presentations should be less than 20 minutes and PSA's should not exceed 20 seconds. Each entry should have been presented at least once to the general public in person or via cable or network television. All entries must have been produced and presented by squadron members. Work with squadron members to determine the need for boats, equipment, people and dialog for the scene.

THE NATIONAL SHIP’S BELL AWARD
Any squadron, district or national officer may nominate a person, group or organization, in or outside the USPS for this honor. The nominee must have made a substantial contribution in some form with a broad impact to the promotion of the USPS efforts to provide safe boating education. The application is a written petition with substantial documentation of the nominee’s works submitted to the Chair of the National M/PR Committee. The recipients to date have included a national corporation, a USPS district, a newspaper, and a squadron safety officer who wrote hundreds of published newspaper articles. achievements.
Deadline to District Commanders: October 15 and forwarded to National by
November 1.

Each squadron that elects to participate in the N.P.R. contests should produce a scrapbook, videotape, or a presentation of 35mm slides or a Microsoft PowerPoint program and submit for competition. First place winners from each district will advance to competition at the national level. The entries will be judged by the National Public Relations Committee. First, second and third place awards will be presented at the Fall Governing Board. |

Entries will be judged by a committee of USPS members at both district and national level. |

Five judges, including the District Public Relations Officer, will make up a committee. Whenever possible, judges should not review the entry of their squadron. The D/PRO can and should take steps to eliminate the potential for conflict of interest in the judging process. |

Five judges, including the competition chairman, will make up the committee. All selections are subject to the approval of the N/PR/Com chairman or assistant chairman. |
| NOTES | If only one entry is received by the squadron
or district, the entry must be judged to make sure the entry meets the
contest qualifications. Districts having two outstanding finalists in any of these competitions may submit both for award consideration. ALL MATERIALS CONTAINED IN THE ENTRY MUST HAVE BEEN PRODUCED AND/OR PUBLISHED DURING THE CALENDAR YEAR PRECEDING THE ENTRY. (1 JANUARY - 31 DECEMBER) |
