At the 2008 Annual Meeting ComR replaced two members whose terms (3 years) had expired with two very capable new members .

P/C Dave Allen replaces P/R/C Lew Ward and
P/D/C Jack Runner replaces P/R/C Gene Van Rhee.

As of 8 March the model bylaws for both squadrons and districts have been revised (districts were published in December 2007) and are now on the web site in MSWord and WordPerfect. The new versions adapt to changes in the national bylaws and clarify some ambiguities.
ComR encourages all squadrons and districts to review their bylaws regularly and to make substantive changes where necessary. .

Some squadrons and districts have questioned the need for possible changes in their bylaws to cope with the recently changed dues structure. If your squadron or district is among them, we suggest you contact your assigned ComR representative for advice.



THE COMMITTEE

The Committee on Rules is one of two General Committees of USPS (the other is the Committee on Nominations.) As such it reports to the membership in its entirety.

Its responsibilities include administration of the bylaws of all parts of USPS -- From national to district and squadron plus provisional squadrons and (on request) auxiliaries. That administration extends to writing the national bylaws and all amendments to them and the approval of all bylaws of all subordinate levels. It is further responsible for interpreting the national bylaws and passing on credentials of voters at annual meetings.

In addition it is charged with the responsibilty of chartering new squadrons during periods between governing Boards. Its chairman or his appointee is the parliamentarian at all national meetings and his counterparts serve the same role at district and squadron levels.

The committee name is abbreviated either ComR or (less often) as ComRules; the latter being clearer to those not in regular contact with it.
