District Rules Committee




USPS Operations Manual 4.54

The district rules committee keeps the district bylaws up to date, reviews the "model" bylaws which are sent to district commanders from time to time and formulates recommended changes as they become necessary. This committee interprets the district bylaws and advises the district commander on procedural matters.

The chair very often serves as parliamentarian at council meetings and conferences. Committee members should have a complete understanding of both district and squadron bylaws.

This committee should have a continued existence; only some of its members should be elected each year. To amend district bylaws, the committee must follow the regulations as prescribed by the Committee on Rules [refer to Operations Manual Section 4.62].

Not part of the OM section, but important to remember, duties of this committee include:

  • Keeping District Bylaws up to date;
  • Advising the District Commander and the Council on questions of interpretation of the Bylaws of the District and National USPS;
  • Insuring that the District officers and District Council do not inadvertently take actions which are not in accordance with District Bylaws;
  • Maintaining a working copy of the bylaws of the District, and National (the secretary holds the "master" copy);
  • Assisting the District Commander in resolving disciplinary matters involving individuals in the District
