Procedure
for Submitting District Bylaw Changes for Approval:
The following steps should be followed when changing existing
bylaws or
to adopt new district bylaws;
- Preliminary approval by the
National Committee on Rules.
The district rules committee should prepare the necessary bylaws or
amendments and, submit a single copy to the member of the Committee on
Rules responsible for reviewing district bylaws. District Oversight

Any differences between the submitted
bylaws and
the model should be underlined in red or highlighted in the submitted
text and explained in an accompanying letter.
One copy of the current bylaws must
accompany any
proposed amendments. The member of the Committee on Rules will conduct
an informal review and return a list of required and recommended
changes, if any.
- District Council approval.
After making any necessary changes, the district rules committee should
present the bylaws or amendments to its council for review.
- District Conference approval.
If acceptable, the council will then recommend adoption by the
conference. Care should be taken during this process that any current
bylaws provisions relating to amendments are followed closely.
- Formal approval
by the National
Committee on Rules.
After action by the conference, the district
secretary should submit
the adopted bylaws or amendments to the same designated member of the
Committee on Rules with a request for formal approval.
The following documents must be included with
any such request:

Two
copies of the new bylaws or amended
bylaws, adopted by the conference. Each copy should include
the approvals page, signed by the Chairman of the District Rules
Committees and the District Secretary and contain attestation that
there was a quorum present and that at least two thirds of the voting
members present voted in favor of the motion to adopt or amend. A third copy of the
approvals page shall be included, which copy will be signed by the ComR
representative
and returned to the district for its official files.
Neither
new bylaws nor
amendments become effective until formally
approved
by the Committee on Rules. Notice of the approval shall be provided to
the District Council by the District Secretary.
