The Committee on Rules is responsible for composing and
interpreting the national bylaws and for ensuring that the Governing Board
does not take action inconsistent with the bylaws or with established USPS policy.
The chairman frequently attends Board of Directors meetings as a non-voting
advisor and also serves as or appoints a parliamentarian for all national meetings.
All proposed amendments to national, district or
squadron
bylaws are properly referred to this committee. It has authority
to approve or disapprove amendments to district and squadron
bylaws and the responsibility to formulate amendments to USPS
bylaws, which it then proposes to the Governing Board. The
committee maintains up-to-date “model” bylaws for
districts and squadrons.
The committee also has the responsibility to pass
upon
squadron charters and the formation of new districts and, in some
circumstances, to authorize issuing squadron charters. It is also
the committee's responsibility to pass upon the credentials of
alternate voters and delegates at any national
meeting.
Because of these responsibilities, the bylaws provide
that the
membership of this committee is elected at the annual meeting.
