Decal Accountability

Well, it's getting to the end of the VSC year although some of our southern, southern mid-west and west coast VEs still have boats available to examine.

Since taking over the VSC program this season, I've had complaints about decal distribution, lack of support and overall bad mouthing USPS and its support of Vessel Examiners at the District and Squadron levels.

With Vessel Safety Check totals for individuals, squadrons and districts ending on 30 November 2012 for accounting and award purposes only, I'm presenting the following figures for you to look at.

USPS has a total of 1994 certified Vessel Examiners (VEs)

At the beginning of the 2012 year, a total of 42,142 decals were distributed throughout our 33 Districts and 414 Squadrons.

District VSC Chairpersons        6,480 decals
Squadron VSC Chairpersons    29,635 decals
Additional Requested Decals     6,027 decals

By simple subtraction, there are still 17,907 decals out there in the field at Districts and Squadrons.

In 2013, by reviewing the above figures, I have permission from the  Safety Committee Chair; R/C Tom Roscoe to follow the below allocation for the 2013 decal distribution:

A request that Districts receive 15% over the Districts total passed VEs for 2012. These decals will be held by the District VSC Chair for emergency issue to Squadrons needing additional decals.

A request for Squadrons to received 20% of the Squadrons total passed VEs for 2012. This amount of replacement will allow for Squadron VSC Chairs to give VEs their 2012 total plus 10% and allow for decals for new VEs.

This will be a total request of 35% MORE decals than utilized and recorded in the year 2012 from our gracious supporter BoatUS.

NOTE: During 2013, no requests for extra decals will be accepted by USPS Headquarters Staff members. All requests for decals will be sent to myself and will require justification from the District VSC Chair requesting the extra allotment. No requests from Squadrons will be accepted unless under emergency conditions.
