thanks for the reference, This document is more in-line with what I'm thinking about; however, I feel we can provide the members with even a more detailed "how-to" guide that combines our lessons learned over the years, and a more definitive guide that defines what is needed for each field entry, as well as tips to aid in submitting updates to CCWEB.  I'm sure we have all learned a few tricks over time that makes submitting items such as SCF an easier and more successful operations.  A document that defines how and what NOAA is looking for (in my mind) will help motivate those performing the survey (provides them with a purpose).

Maybe USPS should model it's own (revised) Cooperative Charting Manual after that of the CGAux

If we don't have something more current you might want to look at the USCG Auxiliary National Aids to Navigation and Chart Updating Study Guide 2003 http://www.cgaux.info/g_ocx/publications/auxmanuals/ATON2003StudyGuide.pdf  Section VI covers Small Craft Charts. That document is a near final draft of an update to an earlier manual.
