With respect to the comment about a chart up date, may also require a Coast
Pilot update.  NOAA passes chart updates to the Coast Pilot team so it is
not necessary to submit a Coast Pilot report in addition to the SCf report.
Coast Pilot reports can/should be submitted for items that are not chart
updates but would add to usability of the Coast Pilot and for corrections to
txt or other CP content.
