In a review of reports submitted last year we found many of the reports
had to be returned for various non compliance reasons. Given that and
the large numbers of changes it was felt that we should label them as
new to get everyone to read them with the hope that it reduce the number
of reports that must be returned.
As for the SCF dates they are entered by the system when an scf report
is received. It does not surprise me that many are dated mid March 2006
as that was close to the end of the year and not many reports were
entered after that time.
