Roger,
Go to Maptech at http://www.maptech.com/support/index.cfm
Go to General Discussion and ask your question there. You should get an
answer from tech support. I suspect that charts must be in same format
as the downloadable charts and I would like to know how to do that too.

I can get the NOAA charts. As you say, you just unzip them and
put them in the Maptech folder. What I am trying to find out is how to
take a scanned image from a paper chart of a local lake and pull it up
in Maptech. Other programs can do this, but can Maptech? Then save it
as a file that can be given to students?

http://nauticalcharts.noaa.gov/mcd/Raster/download.htm will
take you the NOAA nautical chart section. All charts are available for
free download.
Once downloaded and unzipped, they can re read in Maptech,
SeaClear, Nobletech, Captain and maybe several others. The trick is how
do you get them into the chart reader. I take the unzipped chart and
copy it into Maptech's chart folder, then open it with Maptech program.
I think the program presently bouncing around the forum is a way
to do that.
Hard to explain, what I have trouble with myself.

I asked about making an electronic chart for use in the
Maptech program we get with the boating course. Do you know if this
program will do that?

I have no idea. I just remember someone was asking
about this topic several months ago so I thought I would put the
information on this forum as I just ran across it while developing a
Pocket PC based GPS seminar.
Sorry

Good Afternoon Markus
Is this the manual I am supposed to review that Ed
Summers talked to me about?

Download the Memory-Map Users Manual at
http://memory-map.com/user_manual.zip
for details on making your own electronic raster charts
page 54 of the manual, in Microsoft Word format, has the
details for scanning a paper image, converting it to the proper format
and calibrating/referencing multiple points to for use with chart
viewers.
In addition to all that there is also a 40+ slide power
point presentation for the downloading at
http://207.41.92.55/download/CalibratingMapsSHS.zip
The above presentation focuses on creating electronic
copies of scanned paper images.
