[Coch] Vista compatibility

[Discuss mutual Cooperative Charting problems with fellow Cooperative Charters.]

And I want to know why I cannot buy a machine without getting VISTA. 
Actually maybe it is possible but not easy all new machines that are 
being advertised are coming with Vista
