[Coch] Maptech Status

[Discuss mutual Cooperative Charting problems with fellow Cooperative Charters.]

At Present we are uncertain about the future of Boating Guide.  The
purchasers of MapTech may recognize it's value.  We may find a new sponsor
with a new web server, the project may be discontinued.
