[Comphelp] seamanship downloading

Rdaybell,
You are the first person to hit the nail on the head. When we get an
education CD from USPS it should work right out of the box. I still can't
use Seamanship 2007 CD as it was designed to do. Hopefully, someone from
the computer help desk will come through.
