 can NOT teach Boating or Boat Smart unless they are members of USPS and
 should have taken some training course such as the Instructor Development
 Course.
 
 The true intent is to have a synergy develop between both organizations and
 for both to be willing to open their doors and welcome the other.  Our focus
 as members of Membership - Youth is to spread the safety message, keep the
 cost down to Sea Scouts and invite their parents to participate and take
 courses.  Once they join USPS, the Sea Scouts, parents, leaders can all
 teach others.  I would encourage squadrons to waive any local squadron and
 district membership fees so that Sea Scouts, only pay $12.00 which includes
 the Ensign. >>
