About a year ago the "International Rules" were change to require bells
on vessels 65 ft (20 meter) and longer (no longer required on 12-19
meter vessels). Be aware the "Inland Rules" have NOT changed. And some
states (including Washington) have NOT changed. Therefore, for boats
operating on waters under Inland Rules and/or on State waters must still
follow the 12-20 meter rules about bells. See the attachment about why
the change hasn't been made to the Inland Rules yet.

behind the lack of change to the Inland Rules.&nbsp; The COLREGS were =
adopted as regulations within the Code of Federal Regulations (CFR), and =
therefore can be changed through an administrative process by the Coast =

States Code (USC) and, as a result, are laws governed by the legislative =
process.&nbsp; The change came about as a result of a decision reached =
by the member nations of the International Maritime Organization (IMO), =
of which the <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">U. =
S.</st1:place></st1:country-region> is a member.&nbsp; The change to the =
COLREGS has been made already because it is easy to do.&nbsp; A change =
to the Inland Rules is most likely forth coming, but the process is much =
more lengthy.&nbsp; Again, in the meantime, the requirement to carry a =
bell on certain vessels within the inland waters of<BR>the =

w:st=3D"on">U.S.</st1:place></st1:country-region> still =
