Jackie,

The message from Dave is accurate as far as it goes. For the actual law, the
RCW, you must go to RCW 88.02.250 which I have pasted in below. As you will
note, it only requires that a CO sticker be on a boat when it is sold. It is
interesting that the language in the WAC does not make this clear.

The Vessel Examiner should be primarily concerned with the intent of the
legislation, which is to prevent carbon monoxide poisoning. With that in
mind all VEs should be advising boat owners of the danger of carbon monoxide
as part of the general safety discussion. If they have stickers to
distribute, all the better so your point about VEs having them to pass out
is right on the mark. I will look into whether we can get a supply from the
state, though the DOL is responsible for the implementation and not Parks. I
will let everyone know what I find out.

RCW 88.02.250
Carbon monoxide warning sticker — Display required. (Effective January 1,
2007.)  

(1) Any new or used motor driven boat or vessel, as that term is defined in
RCW 79A.60.010, other than a personal watercraft, sold within this state
must display a carbon monoxide warning sticker developed by the department
on the interior of the vessel.

(2) For vessels sold by a dealer, the dealer shall ensure that the warning
sticker has been affixed prior to completing a transaction.

(3) For a vessel sold by an individual, the department shall include the
sticker in the registration materials provided to the new owner, and the
department shall notify the new owner that the sticker must be affixed as
described in subsection (1) of this section.

(4) A warning sticker already developed by a vessel manufacturer may satisfy
the requirements of this section if it has been approved by the department.
The department shall approve a carbon monoxide warning sticker that has been
approved by the United States coast guard for similar uses in other states.

Bob,

Do all boats need to meet this new requirement?  If so we should have a
supply of stickers to hand out because I have never seen one and don't think
people will have them.

I just found the following when reviewing the 2007
Washington state boating handbook.  More details are
in the WAC guidelines:

WAC 308-93-146   Vessel carbon monoxide warning
sticker.  (1) What is a carbon monoxide warning
sticker? A carbon monoxide warning sticker is
displayed on a vessel to warn people of the dangers of
carbon monoxide poisoning.

     (2) What vessels are required to have a carbon
monoxide warning sticker? Any vessel with an engine
that produces carbon monoxide by burning a carbon
based fuel such as: Gas, propane, oil, diesel, or
charcoal. A personal watercraft (Jet Ski type) is
exempt from this rule.

     (3) How do I get a carbon monoxide warning
sticker? You will receive the carbon monoxide warning
sticker from your vessel dealer, or vehicle/vessel
licensing offices when you:

     (a) Purchase a vessel from a dealer; or

     (b) Renew your vessel registration; or

     (c) Transfer a vessel into your name from a
private sale; or

     (d) Transfer a vessel from outside the state or
country with a certificate of ownership or
registration to a Washington certificate of ownership
or registration; or

     (e) Request one through your local vehicle/vessel licensing office; or

     (f) Receive one that has been approved by the
Coast Guard from a boating safety organization.

     (4) Where do I attach the carbon monoxide warning
sticker to my boat or vessel? You must attach it on
the interior of the vessel so it is clearly visible to
a person and where they may be exposed to carbon
monoxide.

     (5) Is there a charge for the carbon monoxide
warning sticker? No.

     (6) Will I ever have to replace my vessel carbon
monoxide warning sticker? Yes, when the sticker
becomes faded, damaged, or is no longer readable you
can request a replacement at no cost. 

     (7) Will a carbon monoxide warning sticker
installed by the manufacturer or issued by another
state meet the requirements of this rule? Yes, the
department will accept any warning sticker that warns
of the dangers of carbon monoxide poisoning, provided
the warning sticker is attached on the interior of the
vessel.
