Compliments to you. You are probably aware of the recent successful transition to civil rule in my country, Nigeria and the determination ofthe new regime to probe the expenditure of all past administrations in the country within the last 23 years. This led to the inauguration of wide range of presidential probe panels. Hence, I am the Chairman, Presidential Probe panel on the Nigeria Liquidfied natural Gas Project NLNG whose mandate include to scrutinize, verify and recommend for payments all genuine contracts awarded and executed (or not executed) in the NLNG within the period in question, to determine the present financial position of the corporation and settle all her present finanacial obligations to local andforeign contractors.


 In the course of performing our duty, we discovered large sums of money running into hundreds of millions of dollars floating in
some of the corporations account.

These sums of money originated from grossly over-valued contracts executed with the actual contract sums paid to the bona fide beneficiaries or their agents. Some of these project include Installation of PABX Communication Gadgets for 14 pump stations within Nigeria, Turn Around Maintenance (TAM)
of Port-Harcout and Kaduna Refineries and Atlas Cove Jetties rehabilitation projects etc. 
 Sequel to this discovery, the members of the Panel for a very peculiar reason mandated me to seek for a credible and reliable foreign
partner, who can confidently assist us in transferring the sum of US$45.6 million to his company or private account. The need for this oversea account arose due to a prohibition on public servants from owning a foreign account. If you are willing to assist us, we have agreed to give 30% of US$45.6 million, while 5% will be set-aside to offset any expenses incurred on bothsides and 65% for the members of the panel.

On the receipt of your response, final arrangements will be confidentially worked out to ensure the transfer of this fund into your
account within 21 bank working days, hence there is the need to have a face to face meeting with you to familarize and know ourselves better before the commencement of this transaction/. With this
arrangement we will now have the trust and confidence in your person and company as regards the security of this fund in your bank account
pending when the fund will be disbursed Please, should you not be in a position to assist, kindly inform me so that I can make alternative arrangements.
