[D28] 2006 Fall Conference Minutes

Sorry folks but I had a foul-up in communications and the meeting minutes  
for the Tri-District and D28 Conference have not been online until now.
 
There are two sets of minutes, one for the combined D13, D25, and D28  
meeting and the other for the D28 business meeting.  Links to them are on  the same 
website.
