Fellow D/28 USPS Members,
Here is a message from the Chief that I felt needed to be forwarded to
the membership to inform you of the changes that National is having to
look at due to todays methods of operation. With only two Governing
Board meetings a year, running our organization by only making final
decisions one every six months has definite adverse consequences.
Please review and consider at the squadron levels and bring to the
Spring Conference. Members of the District will be attending the
National Governing Board next week and this will definitely be a
subject of debate there.

During the past year, several USPS teams including the (ad hoc)
Restructuring Committee, the Planning Committee, and the Operating
Committee have been working on the problem of how best to make our
organization more efficient and effective. The attached documents
(DRAFT- Report on Governance 2-11-07, DRAFT- Duties of GB, BOD, and
OCom 2-11-07) summarize the collective efforts of these groups. It
should also be noted that while there is a clear view of where we need
to lead the "New USPS", there are differing opinions on how best to
achieve those objectives. On the other hand, everyone believes that
effective and timely executive actions coupled with a more streamlined
governance structure will be required before USPS can be more
competitive in today's recreation boating and education marketplace.
Obviously, there are many details related to changing our governance
structure that will need to be discussed thoroughly and any subsequent
change must reflect the opinions and ideas of the membership. This is
why I am asking you for your thoughts before any changes are
considered. The partnership between national, district and squadron
leaders is strong and has worked well such as while crafting creative
solutions to pressing issues like organizational finances. For this
reason, please review the attachments and give us your comments and
suggestions. Your thoughts may be shared through the C/C's Reps
visiting your Spring District Conferences, R/C Alan Wentworth, SN
(Planning Committee), or with me.
As I have commented in previous THE ENSIGN articles, William Jennings
Bryan once said, "Destiny is not a matter of chance, but of choice.
Not something to wish for, but to attain." Said another way, our
future has yet to be written and more importantly is in each of our
hands. Let's help each other and our organization achieve the success
and prosperity that has always been our destiny.
