I received the following from USPS National with regard to developing
leaders for USPS. We are always in need of good leaders for USPS and in
other facets of our lives, whether church, Boy or Girl Scouts, etc. The
Leadership Development Workshop can help us to develop as leaders in
both USPS and our private lives. It's free to attend, but you must get
there and do housing on your own. The attached form details the
workshop. The closest workshop is in San Francisco. It is late, but if
you want to attend, I'll try to help smooth the way.

PLANNING COMMITTEE

UNITED STATES POWER SQUADRONS(r)

                           SAIL AND POWER BOATING

Dear District Commander,

We are living in a world of rapid change whether it is the political
scene, technology, the social values of our new generations, or the
boating habits of Americans. As an educational-fraternal organization,
the US Power Squadrons is faced with substantial changes that are
affecting the organization. That has manifested itself in our dropping
membership, and a decrease in members taking courses. The organization
is beginning to take steps to understand how these impacts can be dealt
with and how to restore USPS to a growing, vibrant, and more relevant
boating group.

Many plans are being developed in the Education Department, and the
Membership, Planning, and Marketing committees to put us on a solid
footing to meet the challenges of the coming years. However, all of
these plans and programs will require a cadre of skilled leaders and a
program of exceptional leadership to see these initiatives implemented
and successfully applied. It is crucial to the success of this
organization that we prepare our leaders to meet the challenges we face.
We will need trained leaders at all levels of our organization,
squadron, district, and national. As a result and you may already know
that the national Planning Committee has developed a professional level
Leadership Development Workshop (LDW) intended to instruct selected
members in the art of leadership. The LDW is based on the best
contemporary concepts drawn from a number of highly regarded academic
and corporate sources. The material is equally applicable to profit and
non-profit organizations and that will be an added benefit to our
member-leaders.

The LDW is meant for those individuals who are knowledgeable, enthused,
motivated, and willing to implement the LDW in your district. We ask for
your help in supporting the LDW by selecting and funding one or two of
these qualified members in your district to participate in the LDW.

Four of the most qualified presenters in USPS have been selected and are
ready to begin the regional training to representatives from our 33
districts. Our intent is to have your district attendee(s) subsequently
bring the Workshop to the squadrons in your district and upon completion
of the Workshop, elicit help to continue the Workshop in future years.
The enclosed brochure provides a snapshot of the topics included and
particulars of the Workshop. Also enclosed are registration forms for
use by your selected representative(s).

There is no cost to attend the workshop and the Workshop Manual is
provided free to all attendees. These items in the Workshop are being
underwritten by a grant from the Century Fund. We have indicated to your
predecessor that the cost of travel and lodging to attend the Workshop
will need to be borne by the district, or in some cases, we know that
individuals have expressed a desire to attend at their own expense. For
planning purposes, we estimate the cost of travel to be approximately
$325.00 for those who travel by air, and somewhat less by ground
transportation. Room costs will vary around $90 plus tax per night and
two nights lodging will be required. Saturday lunch and the conference
room will be provided by the program.

If your district chooses to participate in the Leadership Development
Workshop we will need the registration confirmation by the individual
(or individuals) chosen to participate no later than September 10, 2007.
A number of rooms have been reserved for these regional Workshops.
Please contact the undersigned or Stf/C Herb Shaw at
norcrest2 at comcast.net with any questions you might have. Information on
the Workshops follows.

Districts have been assigned geographically to one of five locations.
The district assignments and locations are shown below:

We believe that this Leadership Development initiative is a key to
rebuilding the squadrons. Moreover, it is essential if we are to bring
new ideas and strategic thinking to the implementation of practical
ideas. I hope you and your Bridge will see its value to your district
and squadrons as well as to the national organization and will support
this program

Again, should you have any further questions, please feel free to
contact me.
