All Members -
Now is the time for members to be working on their letters of recommendation
for the Helmsman Award (also known as the P/D/C Sture B. Pierson Award).
It is entitled the Helmsman Award because it implies "Steering a Course."
This is a very prestigious award, and it is unique to our district.
The award is a very striking plaque which is kept permanently by the
member(s) receiving the award. See Guidelines below.
The letters of recommendation are submitted for total active members who
have made significant contributions to the district in leadership and
service.
The district commander is not eligible for this award since this work is
expected of her in her elected position.
It is not mandatory that this very coveted award be presented each year.
Also, this award may be presented to more than one member in any given year.
The dates are from Spring Conference to Spring Conference.
The Awards Committee must determine that the winner(s) is truly outstanding
in his/her leadership contribution to District 31 activities.
It is not only including own personal involvement, but their results through
motivation of others to generate committee activity.
Other criteria to be used are Merit Mark recommendations submitted by the
District Commander for the year.
All recommendations must be submitted in writing and mailed to D/F/Lt Laurie

Other Awards to be presented at the Spring Conference are:
Squadron Growth Award or P/D/C Robert W. Baker Award (First District

Presented to the squadron having the largest percentage of membership growth
from 1 March to 1 March of the current year
Member Involvement Award or P/D/C Charles Plant Award:
Established in 2001 for recognizing exception service
The Attendance Award or the P/D/C Don Reed Award:
Presented for the best squadron attendance at the District Conference
Vessel Safety Check Award:

HELMSMAN AWARD GUIDELINES
The member's service and leadership must rise to the level of being
outstanding and surpass the normal duties associated with the position or
office held. A member does not have to hold a district position to be
eligible for this award, but the leadership and service related to any
project or activity performed for the district's benefit must have been
significant and have been achieved during the current district year. The
Helmsman may be awarded to one member, more than one member, or to none in
any given year.
Some attributes of an outstanding leader:
* is original, creative, innovative - thinks of new ways to do a job
that will improve the quality of performance and service
* is willing to provide the time, energy and resources doing an
exceptional job that results in a benefit to others
* is motivating, enthusiastic, and gets others involved - reaches
out and works well with others, often getting their input as well as their
service to improve a project or event or to enhance their own job
performance or helps others improve their performance by sharing information
and guidance
The member must have been active during the evaluation period of the current
district year (which starts at the end of a Spring Conference when the new
Bridge is installed and goes through the following Spring Conference until
the next Bridge is installed). The member's overall activities (such as
those shown in Merit Mark recommendations) may include those unrelated to
the current position held but considered noteworthy.
A previous history of involvement and leadership in years past will be
considered in the member's overall performance as the background shows the
member's commitment to providing leadership over a period of time. Often a
member will have a history at the squadron level of providing leadership and
service that resulted in national recognition. Service at the squadron
level may be mentioned in the letter of recommendation to show a pattern of
leadership that developed over the years. Having some experience that is
notable at the squadron level often gives the member the needed background
in USPS to later provide leadership at the district level that is of top
caliber. The cumulative effect of years of leadership and service shown may
rise to the level of being outstanding.
The Helmsman is a District award. The letter of recommendation should state
what the member did and how the district benefited from the member's
outstanding service and leadership. A few examples of some of the ways
benefits to the district may be shown are as follows:
* bringing national recognition to the district for activity
performed
* starting a new successful district program or solving an old
problem
* providing an original, practical contribution, such as designing a
district flag or some item that enhances a district program
* leading a project that results in the saving of money or
contributes to a significant rise in membership or in district participation
* helping all the district's squadrons in some constructive manner
* a combination of significant activities over the years that have a
cumulative effect that rises to the level of providing outstanding
leadership and service to the district
Squadron Commanders and their Executive Committees are encouraged to look at
their membership and select a member whose performance showed outstanding
leadership and service that benefited the district (and probably their own
squadron as well). The Commander should write a letter of recommendation
and mail it to the District Awards Chairman before the deadline date. Any
member, however, may recommend another member (except the D/C) considered
worthy of the Helmsman Award and submit the letter to the Awards Chairman.

notable at the squadron level often gives the member the needed =

USPS to later provide leadership at the district level that is of top
caliber. The cumulative effect of years of leadership and service =

may rise to the level of being outstanding. =

well). The Commander should write a letter of recommendation and =
mail it
to the District Awards Chairman before the deadline date. Any =
member,
however, may recommend another member (except the D/C) considered =
worthy of the
Helmsman Award and submit the letter to the Awards =
