1.      Make sure that all your District's Squadron Officers who will be =
in Jacksonville get this message, read and think about it, and plan to =
attend the Squadron Officers and General Members of the Governing Board =
Session. (If they're attending, please remind them to contact Charlie =
Tulip at C2lip@aol.com for logistical arrangements.)=20

2.      Plan to attend and participate in the Thursday session yourself. =

3.      Get a similar dialogue/discussion going in your District.=20

Please assist in distributing the following information to the Squadron =
Commanders and other Officers attending the USPS Fall Governing Board in =
Jacksonville, FL

I hope you will be attending the Squadron Officers and General Governing =
Board Members session on Thursday afternoon, September 9, 2004, from =
1430 to 1630 in the Grand Ballroom Room (GBR) Section 5. The format is =
being changed from one of lecture to one of discussion groups to explore =
how we at the national and District level can help you, the real leaders =
of USPS, work to reverse our declining membership. You will be seated at =
tables for 8, and after a short "What's New in USPS," we will begin to =
discuss what we can do to reverse our declining membership. We will have =
a recorder/moderator at each table to take notes. There will be a =
general recap at the end of the meeting.

We hope that this will be the start of the process where we, together, =
address our major problems in a forthright and open manner, and begin to =
develop ideas and processes to both recruit more new members and involve =
more of our members in our activities and to retain more of our members =
than we have in the recent past. We all know that the reversal in =
membership numbers has to be done by our Squadrons, and that it will be =
done if we make more people part of and committed to USPS. How this will =
be done is far more complex and will be the focus of our discussions.

So please think about what's going on in your Squadron, both plus and =
minus, what changes we should make and how we can galvanize ourselves =
and those squadron people not in Jacksonville to positive action that =
will make a significant difference improvement next May/June in our =
membership numbers.=20

If you are planning to attend the Squadron Officers and General =
Governing Board Members session, I will appreciate it if you will let =
Charlie Tulip know (c2lip@aol.com) so that we can get some information =
from you to help us setup the room.  Come prepared to participate and be =
part of the solution. Together, we can make a difference in USPS =
