Thanks for your note, and for your interest in promoting our Memorandum of Agreement and Partnership between the Sea Scouts and the United States Power Squadrons.
The USPS National Membership Committee has been tracking the relationships that currently exist between Ships and Squadrons, either as "Chartering Organizations" or as "Participating Organizations" (where a Ship already has it's Charter through another organization, but the Squadron "participates" by helping to administer the education program, by promoting joint boating and civic activities, and by serving as "Consultants" within the Sea Scout program.
Last fall, your Membership Committee Chair should have received a CD from the Fall Governing Board Meeting that was held in Reno, Nevada, containing a host of information on the Memorandum of Agreement (MOA) that has been signed by USPS and the National Sea Scout Committee. In this CD is a description of the new Apprentice Sea Scout Membership status for Sea Scouts who complete the USPS Safe Boating Course, and the special USPS Completion Certificates and Membership Certificates that bear the logos of both USPS and the Sea Scouts -- they can be obtained free from USPS by your Squadron Education Officer. Your District Membership Committee Chair should also have copies available, and much of the same information is also posted on the www.usps.org website in the Administrative Department - Membership Committee -- Youth Activities section of that website.
Several Squadrons across the country have begun to hold BoatSmart courses that are directed toward Sea Scouts and their adult leaders, with a view to introducing each organization to the activities and resources of the other. The program has been wildly successful this past year, and both organizations are benefitting from the relationship. Sea Scout adult leaders are finding that the USPS courses that have become available to them are of tremendous benefit to their training and advancement programs.
Here in the Southern Region and in USPS District 8, we will be co-presenting the Southern Region Sea Scout Commodore's Cup Regatta on South Miami Beach this coming weekend, and several of the events will be tied to USPS educational and civic programs. Take a look at http://sregion.seascout.org/events/regional_regatta.pdf for a view of just how closely aligned our two programs really are! (33 page .pdf file document takes a while to download). The Safe Boating Course proctored examination will be administered to ALL participating Sea Scouts as part of the Mariner's Quiz, and each participating boat will be required to have a Vessel Safety Check. Several of the other Events are based upon USPS educational materials, and use of the knowledge that can be obtained from them. The Salt Lake Sail & Power Squadron sponsors a very active Sea Scout Ship in
the Great Salt Lake Council. At our last Squadron Bridge Meeting, we
discussed the possibility of presenting the Great Salt Lake Council with a
proposal for routine "Boat Smart" classes. As Utah is third per capita in
boat ownership, we feel there is probably a need to make our boat safety
training and other boating programs more available to our Scouting
population.
Squadron Commander Zink tasked me to find out if there are any US Power
Squadrons with a current working relationship with their local BSA Councils
with an active arrangement to provide "Boat Smart" and/or other of US Power
Squadron boating courses to Scouts and Scouters. If so, could you let me
know how it works and what success you have experienced.
