The holidays are upon us. I would like to wish you all safe and enjoyable
times with your families and friends in the wonderful season ahead. Take

Our committee truly has a tough job ahead. New thinking about how, what, an=

As you can see recruiting is declining and is down verses last year. The
year started with increases however now a lower trend is developing. So I
ask why.

According to Bob Keller, manager of the Bow Sprit program which tracks
boating course students year to year by district:

=B31 November 2003 we had a total of 2,745 students, which was 8% of Goal. As
recorded last month, (1 November 2004) HQ had a total of 1462 students,
which was 5% of Goal. This would indicate that we are down 1,283 Boating
class students from the same time one year ago.

Due to the fact that many squadrons teach numerous Boat Smart and Boating
classes in the Fall, the total number that I really have interest in, and
you may to, is the 1 January 2005 total. Last year on 1 January 2004 we had
a total of 7,242 Boating students. As you can see, we increased from the 1
November 2003 number in two months by a additional  4,497 students and
increased to 22% of goal. The real kicker was that for the 2003-2004 year,
we taught 15% (85% of goal) LESS students that we did in 2002-2003. In
2002-2003 we ended the year teaching 8% LESS that we did in the previous
year of 2001-2002.

Is this decreasing trend affecting our decline in membership? I would think
that it surely is a factor. At least it is not helping Bruce's (membership
committees) effort one bit.=B2

Maintaining recruiting percentages from boating courses with declining
number of students recruiting is surly to decline also. What to do?

Should we encourage squadron membership committees to take a more proactive
role in squadron activities and events, especially education? I feel there
needs to be more encouragement to squadrons to have NOT only more classes
but as importantly additional new locations where classes are given. Ask
newer members to handle the classes in new locations, don=B9t ask the same ol=
d
folks to do more rather spread the workload. Encourage newer members and as=
k
them, empower them, and SUPPORT them! Well, we have our work cut out for us
don=B9t we?=20

duties. The 1st Timers and Membership tables will be in the same place to
aide in making sure these two important activities are manned Thursday and

Recruiting & Retention

If you attended the Squadron Officer=B9s Meeting, 9 September in Jacksonville=
,
you enjoyed the opportunity to participate in a discussion and provide inpu=
t
for improving Recruiting and Retention in USPS.
=20
P/D/C Charlie Tulip, JN organized this meeting, providing each table (8 or
10 members) with some thought provoking questions. We then appointed a tabl=
e
leader/scribe to document and submit our thoughts. A very spirited
discussion was heard from all 19 tables. The Table Leaders provided Charlie
with our input. Charlie documented material (10 typed pages) and shared all
suggestions with us. We thank Charlie for his efforts and now we would like
to share some of the great ideas (some new, some old) and in their words,
with you to put into action with your District/Squadron.

Recruiting
=B7      Make extensive use of credit cards to sign-up for membership ---new
and old.
=B7      Use VSC folks to either recruit directly or to invite to the Boating
Class.
=B7      Take friends who might become members out on boats during Squadron
water activities.
=B7      Promote Membership from start to finish during the Boating Course.
Follow up on each student =AD note or call.
=B7      More responsibility to Squadron AO for recruiting and Retention. Mak=
e
the AO accountable for Membership.
=B7      Invite Basic Boating students to a Squadron meeting with a speaker a=
t
the meeting. A Mentor can be with the student so they do not feel left out.
=B7      Place more emphasis on our =B9mission=B9 which is to improve boating
safety for the general public and to teach boating safety and basic boat
maintenance for our members.
=B7      Change with the times =AD accommodate television, the internet etc.
Meet different needs.
=B7      Give boat dealers USPS literature to handout to customers.
=B7      Closer integration of PRO and the Education department.
=B7      Door to door canvassing. See a boat, knock on the door, no one home,
leave a letter inviting them to the next Boating Course.
=B7      The GPS course can be offered to the public. This is another
membership tool as well as a financial benefit.
=B7      Member Benefits should be listed and distributed at the Boating
Course and Vessel Safety Inspection.
=B7      Show Squadron pictures during break at the Boating Course.
=B7      Find out new members expectations.
=B7      Do we need to change processes? Yes, go to HQAB, this makes the
Treasurer=B9s job easier.

Retention
=B7      Arrange for kids to have something to do at Squadron meetings.
=B7      Our mission is offering VALUE.
=B7      Keep Past Commanders active =AD maybe as mentors.
=B7      Use the new Piloting and Advanced Piloting courses to make a positiv=
e
contact with members who are not P or AP. The SEO or their staff should mak=
e
the contact, as this would be a chance for members to hear from the
Education side of USPS.
=B7      Retain by assigning a job =AD involve members in Squadron operations.
=B7      Encourage members to attend District events/activities.  A) They mee=
t
new people from other Squadrons =AD hopefully make new friends. B) They see
how the wider USPS operates and acquire an appreciation for all that USPS
offers.=20
=B7      Retention of new member =AD Reduce the price of courses and offer chil=
d
sitting services during the class while parent(s) are in the class/
=B7      Administrative officer gives report on new members to Executive
Committee, two or three months after they join. Report contains information
about their involvement in the Squadron.
=B7      USPS Member Interest Survey form completed at interview time needs t=
o
be copied and  given to all Bridge Members for their Committee Chairs.
=B7      We need to make sure every member, new or old is made to feel welcom=
e
and wanted.
=B7      Sell each student on the need for more education.
=B7      Keep trying things (trial and error) and don=B9t be squeamish about
dropping things that don=B9t work.
=B7      Make the Squadron THEIR SQUADRON.
=B7      Meeting recognition =AD new members and achievement.
=B7      Letter at 1st anniversary, thanking them and asking them =B3what do yo=
u
know that you would have liked to know when you first joined?=B2
=B7      For those who did not renew =AD sold boat. Ask to whom they sold the
boat and contact.

Squadron & District Membership Chairs 2005

Great news if your Membership chairs are continuing in their positions for
another year. How often we hear, =B3 It took me one year to learn the job and
then I could start  doing  the job.=B2
However, if you will need a new Membership chair, now is the time to find a
replacement. Choose your new Membership chair carefully.
You will need a candidate:
=B7      Who is enthusiastic, motivated and sets an example by participating
in Squadron and District events.
=B7      Who demonstrates leadership, is reliable, makes time and is willing
to put forth the effort.
=B7      Who will work with you, the previous Membership chair to learn the
job. 1) How to Recruit Members, 2) How to Retain Members, 3) Familiar with
Power of One Program.
=B7      Who will commit to doing the job in 2005 and hopefully beyond.
=B7      Who will work closely with the AO, SEO, PRO and Executive Committee.
=B7      Who will forward informative reports up to next level (District &
National).
=B7      Who will establish a committee to follow up on Non renewals.

Just a quick update on my address.  Please continue to send mail to
rdougherty@simcare.net .  I have signed up with a spam site to block
unwanted messages called Mailblocks. Any new, legitimate emails may require
an initial reply to a message to pass through to me.

On a different note, I just finished reading "The Ensign."  Wow!  Was I
pleased.  Thank you Donna Dunlop, Micky McNelis, Art Pickard, and even the
article by Louise Manke on "Canine friend teaching safe boating" and my
article on the Sea Scout Koch Cup all promote our reaching out to pull in
new and "old" members to participate in USPS and grow our organization.  I
also liked Don Dunlap's review of the book on marine art.  Great Christmas
idea for son, Tom!  The article on Child PFD by Miguel Long was a bonus and
promotes another future partnership (Alexis PlaySafe).  They make USCG
approved swimwear for children and were an exhibitor at our invitation last
year.

Finally I liked V/C Dvorak's article on fundraising and feel  we need to
head in that direction for seeking other sources of revenue for USPS.

Membership reports have been update thur 31 October 2004.

YTD Districts 8, 10, 19, 22, 25, 26, 28, 32, 33 are growing. Why? Can we
learn the answer to this question from our reps? Can we then share the idea=
s
with the other district via our reps?

Recruiting is way off. Last year in the month of October we recruited 511
new members. This October was down at 349 or a 32% decline. Ouch! Why?
=20
You might want to encourage squadrons to schedule as many classes as they
possibly can, and to look at new and additional locations for classes.
=20
Membership committees need to become more involved in the scheduling of
public courses. These can be "Chart Smart" "Skipper Saver" "Intro to GPS" a=
s
well as our usual offerings of public boating courses.

Make it happen, if education is what we are about then make it so Number
One.=20
