Where can I find information about this service award?

Shay,
No, I was a member of the task force on the USPS National Membership
Committee who proposed the establishment of the Finley Award to the
United States Power Squadrons.
Eight Finley Sea Scout Service Awards have been issued so far, since
approval of the Award at the 2004 USPS Annual National Meeting:
Medal #
001 P/C/C Raymond A. Finley, Jr., SN
002 P/C/C Theodore "Ted" Smith, SN
003 Charles J. Holmes, BSA National Sea Scout and Venturing Executive
004 Jimmie Homburg, National Sea Scout Commodore
005 Stf/C Roberta Dougherty, AP
006 D/Lt/C Donald C. Clark, JN
007 Walter E. Whitacre, P
008 Christopher Whitacre, P
We expect as many as ten more Finley Awards to be presented at the 2005
USPS Annual National Meeting in Orlando, which will be held at the Rosen
Centre, 5-9 January 2005.
Application / Nomination forms are available on both the www.usps.org and
www.seascout.org websites.
Hope this helps.
Lee
