Knowing our customers is vital to an organization based on membership.=20
Whether public students or squadron members, demographics is important.=20
Here are some interesting statistics to pass along:=20

Knowing our customers also means knowing what they want or what their=20
expectations are of their association with USPS. Planning committee recently=
 complete=20
a survey as did our own Drew Dzykewicz. Planning committee surveyed members=20
who have been in USPS 3 years or less. One question ask;=20
=E2=80=9CWhy did you join?
The survey show that our members join for education. 72% indicated
education as their primary motivation and coming in second was social at
15%. The smallest motivator was civic service at 2%.=E2=80=9D

Membership committees work hard, really hard. It=E2=80=99s personal, very pe=
rsonal. It
=E2=80=99s hard, really hard, to see so many members leave our ranks each ye=
ar. I=20
think membership committee should be pro-active about the squadron=E2=80=99s=
 programs,=20
meeting agendas, education offered, guest speakers, cruises and rendezvous e=
tc=E2=80=A6
..Speak up. Offer to help the organization, the squadron, meet and exceed=20
members=E2=80=99 expectations.
Based on the planning committee results, 72% of new members join because of=20
education. Membership committees can help by being a partner with the educat=
ion=20
department in their squadrons. Help find locations for classes, instructors,=
=20
and students. Help education be more successful and USPS with see more membe=
rs=20
staying and becoming active, 72% is a mandate=E2=80=A6=E2=80=A6=E2=80=A6.Mem=

Subject: Orlando 2005, EXPO Booth Participation and Information

Situation:  EXPO 2005 planning has been in progress since the termination of=
=20
the 2004 Annual Meeting.  After-action reports indicated several changes=20
should be made. Comments were: shorten the EXPO, providing more information=20=
on a=20
timely basis, improve layout, attract more manufacturers, better organizatio=
n at=20
set-up, make listings in the program, make a listing of attendees, better=20
communication, reduce noise from audio system, chairs were not always availa=
ble,=20
better coordination needed, more iInfo. to attendees on what EXPO is, better=
=20
electrical power and telephone situation, more fun displays, and need of a=20
coffee stand.  Overall, the comments were very positive and every vendor sai=
d they=20
wished to return.  The goal of the committee is to improve in all of the=20
above.
=20
Concept:  EXPO 2005 will be Friday, January 7, 2005 from 0900 to 1500 at the=
=20
Rosen Center in Orlando, FL as part of the Annual Meeting.  We are planning=20=
on=20
a goal of 75 (8 x 10) booths in Ballrooms C, D and E.   We had 61 (10 x 10)=20
booths last year.  The increase in booths will include at least 14 more=20
business vendors.  We can accommodate up to 10 additional booths, if necessa=
ry, by=20
invoking some space limitations.  We also plan to include the Education=20
Department Visual Aids Displays in EXPO this year on six foot tables in Sect=
ion D of=20
the ballroom on Friday.  The Visual Aids Committee would have already set up=
=20
these tables from their competition beginning on Wednesday, January 5.  On=20
Friday, doors to Section C and E will be opened to include the visual aids i=
n=20
Section D, in the total EXPO.  The goal is to expand EXPO and make EXPO more=
=20
attractive to the membership. =20
=20
Donations:  Booth donations are: $75.00 each for USPS committees, $100.00=20
each for partners, and $700.00 for new vendors.  (Last years vendors may com=
e for=20
$500.00).   Sponsorships of $3,000.00 are also available if a vendor chooses=
=20
to do so.=20
 =20
Committee Action:  Invitations have gone out to last-year=E2=80=99s partners=
 and=20
vendors.  Invitations to new vendors went out on 1 September.  D/Lt/C Donald=
 C.=20
Clark , JN and P/R/C Charles Troike, N are responsible for new vendor=20
acquisition.  All committee members will contribute to vendor recruitment. =20=
Committee=20
Coordinator will continue coordination with our contracted decorating compan=
y,=20
GES.  Registrations will be handled by P/D/C Robert C. Flint, AP, treasurer=20=
for=20
the project.  P/D/C Ben Coons, P will manage communications set-up and floor=
=20
activities.     =20

Execution:  New approaches to EXPO are: (1) We are planning an EXPO Program=20
Book with advertisements available for added revenue. (2) Installation of tw=
o=20
lighted registration tables in the foyer at the entrance to the ballrooms. =20=
(3)=20
A logistics booth made available inside to get better support to booths and=20
deliver assistance from GES to customers.  (4) We will invite as many Orland=
o=20
boating organizations, clubs and associations as we can find to EXPO to see=20=
our=20
show. This might even help membership.  (5) Chairs will come as part of the=20
booth package.

Logistics: GES Exposition Services has been contracted again to handle the=20
booth installation, additional booth materials, electrical, phone, audio/vis=
ual=20
and clean-up.  Shipping is also available through GES.
=20
Supervision and Control:  D/Lt/C Donald C. Clark, JN is the Chairman.  Mem
bers of the EXPO Committee will man the registration booths located in the f=
oyer=20
at the entrance to Expo.  This will be to control and inform vendors upon=20
arrival as well as conference participants and visitors.  Programs will be=20
available at this booth.  Booth and floor coordinators and GES will be equip=
ped with=20
walkie-talkies for control.  Up to six helpers will be in the hall at all=20
times to respond to requests and handle coordination on the floor of our ven=
dors. =20

Coordination: A meeting was held for coordinating with Department=20
Representatives and Committee in-put, in Jacksonville at the GB Meeting, on=20=
Friday,=20
September 9, at 3 p.m.  A separate meeting was held with the Education Depar=
tment=20
representative to coordinate space in Ballroom D, at the Rosen Center for th=
e=20
Visual Aids display with R/C Pat Governale, SN.    Representatives of the=20
National Meetings Committee also met with the Marketing and Public Relations=
=20
Committee on Friday, September 9.  Departments  are requested to insure that=
 one=20
person who will be responsible for managing their Expo activities is in cont=
act=20
with Don Clark.  Coordination plans, space and layout considerations, and=20
set-up process will be on-going.  Committee booth registration forms and let=

are being sent out to USPS committees this week.  Final coordination will be=

Jacksonville was pivotal in enhancing the awareness of =E2=80=9CPower Of One=
=E2=80=9D.

The Power Of One team had the opportunity to address the Membership open and=
=20
closed meetings. Additionally, a very productive hour was spent discussing t=
he=20
program with the D/Cs and the D/XOs. Those Districts not passing out pins=20
should start to do so really soon. Unfortunately, two Districts have lost th=
eir=20
pins (I=E2=80=99ll bite my tongue & resist commenting). All Districts should=
 realize=20
now that they will not be getting credit for sponsors not named. Consequentl=
y,=20
the old forms should now cease to be used.
=20
During the Annual Meeting, Chief Commander Les passed out 11 caps to=20
deserving recipients who were either present or had appointed proxies. Up un=
til the=20
end of August, 38 members have qualified for caps (5 new members) and four h=
ave=20
qualified for jackets (10 new members). Two have qualified for the Ambassado=
r=E2=80=99
s Club (15 new members). Those who were not present to receive their caps wi=
ll=20
have them awarded at their Fall Conference. The jackets will be presented in=
=20
Orlando at the 2005 annual meeting.
=20
Squadron- wise, one Squadron has qualified in the Grand Challenge. We can=20
accommodate 4 more winners there (Increase membership by 50%). Thirty six=20
squadrons are on the bubble to achieve Elite Status and a draw was made at=20
Jacksonville. 15 lucky winners will receive their awards in Orlando.

The program is starting to take off. Membership members are encouraged=20
(begged) to continue to heavily promote in your Districts.

change because I have found that when I talk about Youth Activities, USPS me=

think that means they immediately have to have a group of middle-schoolers=20
running around their boat or meeting place.  Not true?

Youth Activities means Youth Involvement Programs; i.e., teaching young=20
people about the fun and enjoyment of boating safety, about USPS, about squa=
dron=20
activities and ultimately about making it safer on America=E2=80=99s waterwa=
ys for ALL=20
AMERICANS. =20

Having a Squadron Youth Program can be a committed as sponsoring a Sea Scout=
=20
Ship to merely teaching a boating course once a year to the members of a Shi=
p.=20
 It could also simply be having your squadron participate in a Community Day=
=20
event where you demonstrate the importance of wearing life jackets.  Reach o=
ut=20
into your community and do something to make it safer, healthier and happier=
=20
for some young people.  You will engage the members of your squadron in=20
teaching boating safety to the next generation while you expand your reach a=
s a=20
squadron and offer another way to promote who you are and what you do.  At t=
he=20
same time you will make your membership stronger, healthier and happier by=20
benefiting the children and youths in your community and opening a door to o=
thers to=20
learn about safe boating.

Youth Scholarship Program =E2=80=93 The OCom at their September meeting vote=

no further action regarding a request to create a youth scholarship fund. =20
This means that squadrons and districts that currently offer scholarships ma=

continue to do so as long as they comply with the regulations recommended fo=

501 (c ) (3) organizations.  C/C Johnson commented that his own squadron wou=

continue with their scholarship program.  Be careful that the recipients are=

not related to any member of the committee awarding the scholarship.   Any y=

National Safe Kids Campaign =E2=80=93 The final decision on this MOU is pend=

will be decided at the November OCom meeting.

How Can I Become a Member of USPS?
=20
The USPS Ensign was proudly flying from the position of honor on our boat=20
sitting in the marina when a person asked what flag is that? That question=20
resulted in a rather lengthy conversation.  This person was a captain of a l=
arge=20
cruiser docked in our marina.  The owner of the boat was exploring ways of=20
reducing his insurance rates and had asked his captain to get information ab=
out=20
membership in USPS =E2=80=A6 he had learned from enquiries with insurance co=
mpanies that=20
one way to reduce the insurance rate is through educational achievement from=
=20
organizations such as the Coast Guard Auxiliary and the United States Power=20
Squadrons.  The captain did not know of USPS and had been unable to obtain=20
information from local sources. =20
=20
Being unable to obtain information about USPS from local sources is a proble=
m=20
that we must address, but it is not the subject of this message.
=20
I must admit that I did not really know how to help the captain and her=20
employer, but I was determined to get help.  If we had been in the area of m=
y local=20
squadron, the solution would have been simple.  I learned a great deal about=
=20
the membership process and even about starting a new squadron thanks to our=20
USPS headquarters staff and Marlene Herbig.  The =E2=80=9CPower of One=E2=
=80=9D concept helped=20
me understand how to bring new members into our organization with minimum=20
effort and time on the part of the new member. =20
=20
The ease of the =E2=80=9CPower of One=E2=80=9D process and the results obtai=
ned resulted in=20
our adopting the same approach in my local squadron.  We quickly overcame th=
e=20
strongly held tradition that all new members must come through a Boat Smart=20
class.  Members are doing one on one proctoring to get people capable of pas=
sing=20
the Boat Smart test and people desiring to become members are doing home=20
study using the Boat Smart book. =20
=20
 The approach that was used in Key Largo as well as with a local squadron in=
=20
Tennessee:
=20
1.       Sell the recruit on the benefits of membership in USPS =E2=80=A6 in=
 the=20
Florida Keys; insurance is a big factor (Boat US also gives great rates for=20=
USPS=20
members).
2.       Once the recruit indicates a desire to be a member, the Boat Smart=20
concept and the requirement to complete the test is presented to them (in th=
e=20
Keys, many of the people hold captain=E2=80=99s licenses and do not have to=20=
take the=20
test).  My explanation of why we have the test is that upon becoming a membe=
r,=20
the USPS ensign can be flown.  Boats flying the USPS ensign are considered t=
o=20
be under the command of a knowledgeable captain.
3.        Loan them a copy of the Boat Smart book and schedule a date to=20
review the book and to take the test.  One husband and wife reviewed the boo=
k and=20
took the test in the same day (they are very experienced boaters). =20
Headquarters rushed their application and they had a membership number in a=20=
total=20
elapsed time of 3 days!  Boat US gave them a better deal on insurance than U=
SPS.
4.       Have the local Membership Chairman and squadron executive team=20
prepared to act quickly to get the approval and paperwork processed.=20
=20
I have had no one refuse to continue with membership after learning that a=20
test is required.  The strategy is to sell USPS and to eliminate any negativ=
es=20
that could be associated with taking the test.  Becoming a member of USPS=20
should be significant, fun, and easy!  Eliminating the membership-testing=20
requirement should be considered.  We have no opportunity to help people bec=
ome safer=20
boaters if we do not get them into membership.
=20
Meeting the educational requirements for USPS membership is becoming easier=20
with the numerous opportunities. States are quickly moving to a boat=20
operator-licensing requirement based on passing a test associated with a Nat=
ional=20
Association of State Boating Law Administrators.  Passing the state tests fi=
lls the=20
testing requirement for membership in USPS.  Other available means of meetin=
g=20
the testing requirements for USPS membership include the America=E2=80=99s B=
oating=20
Course, Coast Guard Auxiliary membership, and Coast Guard Captain Licenses.=20=
=20
=20
While all of these opportunities for meeting the membership requirements are=
=20
available, they are also becoming competitors with our public boating course=
s.=20
Many squadrons have already experienced decreases in participants in public=20
boating courses.  We should take advantages of these competing programs to=20
improve our membership.  We simply have to adjust our membership recruiting=20
process.
=20
Consider!
=20
Take advantage of the =E2=80=9CPower of One=E2=80=9D concept.  Arm every mem=
ber with a=20
membership recruiting kit.  Include in the kit our brochures on benefits of=20=
USPS=20
membership, membership forms, a Boat Smart manual, and Boat Smart tests. Set=
 up=20
a quick response process to quickly process the membership paperwork and=20
approvals.  Have a proctoring team available for members that do not feel=20
comfortable in providing proctoring to new recruits.

Most important of all =E2=80=A6 Quickly introduce the new members to the squ=
adron and=20
help them become involved!=20

The New Piloting Course is available. Do not hesitate to dispose of the old=20
course material and quickly order the New Course. This New Piloting Course=20
covers, 1)Planning and 2) Navigating the plan. It emphasizes the use of GPS,=

bearing and electronic compasses. The theme is =20
=E2=80=98Here is GPS=E2=80=99 now let=E2=80=99s look at piloting techniques=20=
that will make it useful=20
and backup techniques if it fails.
This is an excellent method to involve members who took the Piloting Course=20=
a=20
few years ago, and New members will experience state of the art technology=20
with the New Piloting Course.

 to include the Education Department Visual Aids Displays in EXPO this year=20=
on six foot tables in Section D of the ballroom on Friday. &nbsp;The Visual=20=
Aids Committee would have already set up these tables from their competition=
 beginning on Wednesday, January 5. &nbsp;On Friday, doors to Section C and=20=
E will be opened to include the visual aids in Section D, in the total EXPO.=
 &nbsp;The goal is to expand EXPO and make EXPO more attractive to the membe=
rship. &nbsp;<BR>&nbsp;<BR><B>Donations:</B> &nbsp;Booth donations are: $75.=
00 each for USPS committees, $100.00 each for partners, and $700.00 for new=20=
vendors. &nbsp;(Last years vendors may come for $500.00). &nbsp;&nbsp;Sponso=
rships of $3,000.00 are also available if a vendor chooses to do so. <BR>&nb=
sp;&nbsp;<BR><B>Committee Action</B>: &nbsp;Invitations have gone out to las=
t-year=E2=80=99s partners and vendors. &nbsp;Invitations to new vendors went=

ins (I=E2=80=99ll bite my tongue &amp; resist commenting). All Districts sho=
uld realize now that they will not be getting credit for sponsors not named.=
 Consequently, the old forms should now cease to be used.<BR>&nbsp;<BR>Durin=
g the Annual Meeting, Chief Commander Les passed out 11 caps to deserving re=
cipients who were either present or had appointed proxies. Up until the end=20=
of August, 38 members have qualified for caps (5 new members) and four have=20=
qualified for jackets (10 new members). Two have qualified for the Ambassado=
r=E2=80=99s Club (15 new members). Those who were not present to receive the=
ir caps will have them awarded at their Fall Conference. The jackets will be=

wner of the boat was exploring ways of reducing his insurance rates and had=20=
asked his captain to get information about membership in USPS =E2=80=A6 he h=
ad learned from enquiries with insurance companies that one way to reduce th=
e insurance rate is through educational achievement from organizations such=20=
as the Coast Guard Auxiliary and the United States Power Squadrons.<SPAN sty=
le=3D"mso-spacerun: yes">&nbsp; </SPAN>The captain did not know of USPS and=20=
had been unable to obtain information from local sources.<SPAN style=3D"mso-=
