safely and want to further their boating education. I was transferred to =
Kentucky from Atlanta, GA and was out of boating for several years and =
then when I got back into boating I had trouble even finding a local =
squadron.=20

  Let folks join without passing an exam, but, requiring they pass an =
approved exam within 1 year or other time frame. "Seamanship" would be =
My preferred approved exam.

  Remember, USPS is made up of many differenet types of boating areas. =
Coastal, inland rivers and lakes, and oceans.=20

  My opinion, a member of USPS is a better boater or potential than =
those not a member. Let's get them in and then help them train to become =
an improved, confident skipper.
