Herb and I discussed this topic and both of us agree with Pete Peterson =
to have people join on a conditional basis and require that they take =
EITHER BoatSmart/Boating or Seamanship, if they have been an experienced =
boater, within 12 months. The boost in membership would certainly help =
and our educational offerings could then be put into reach of many more =
interested people.=20
Herb told me that USPS will be considering an "Experienced Boater =
Program (not sanctioned yet) and a trial is scheduled to begin in =
February and run through December. The idea would be for a current =
member to identify an experienced boater and give him a test right on =
the dock. The exam questions to be used was debated at the D/C meeting. =
No conclusion, but many thought the exam from the BoatSmart course would =
suffice.
We both feel that the two programs could be successfully combined =
depending on the experience perceived by both the USPS member and the =
prospect. It's certainly worth discussing.

I certainly have no problem with the suggestion. I became a member =
without passing a boating course. It so happens that in 1983 USPS in New =
Jersey was not permitted to offer the boating course because of the =
litigation involving the court case brought on by a woman who had passed =
the boating course and requested membership in USPS. At that time =
membership was restricted to men only.=20
As it turns out, I was interested in increasing my boating knowledge =
and enrolled in the Seamanship Course within the first year of my =
membership. I became very interested in the organization and went on to =
be Squadron Commander, District Commander and Rear Commander.
I offer this information as a positive example of accepting a new =
member without the individual passing a boating course.

Let folks join without passing an exam, but, requiring they pass =
an approved exam within 1 year or other time frame. "Seamanship" would =
be My preferred approved exam.
I need, require your input, please.
Remember, USPS is made up of many differenet types of boating =
areas. Coastal, inland rivers and lakes, and oceans.=20
My opinion, a member of USPS is a better boater or potential than =
those not a member. Let's get them in and then help them train to become =
an improved, confident skipper.
