Bruce,
    I go along with the proposal to admit new members without requiring a 
proctored exam. BUT, there must be the requirement that they pass a Seamanship 
course within the first year--and the requirement would have to be enforced. All 
too often, such requirements are ignored (E.g., a Squadron I belonged to set 
a requirement that all new members take an orientation course within the first 
year, and it soon went by the boards.)
