I believe that our Advanced Grade and Elective courses are a =
too-well-kept secret. The ones I have taken (I am in the middle of JN, =
and I have completed four Electives) are better than any other =
seamanship, safety, and navigation courses that I have ever seen.

I believe that ALL of our courses should be available for sale to the =
public, at a retail price that includes a sufficient amount to offer a =
one-year dues credit to any person who wishes to join USPS. In my area, =
there are as many members who "challenge" a course, as there are those =
who take the course in a classroom environment. In Miami -- a city with =
a population of nearly 3 million -- there have been less than five AP =
classroom courses offered since 1996, and nobody on the roster has =
advanced to JN or N since 1993. There are six Squadrons in the =
Miami-Dade County.

Had I purchased any one of these books off the shelf, I would have ended =
up joining USPS anyway, to see what else was available. Different =
approach, but same result.

Membership in USPS continues it's decline. Even though the decline is =
not as bad as it has been in the last couple of years, it's still in =
decline, death of USPS as we know it is still assured it membership does =
not turn around.=20

During the closed meeting of the membership committee, NEO Spencer =
Anderson addressed the group in attendance. I was both surprised and =
pleased to hear from the top manager of our Education Department of =
USPS, he favors eliminating the educational requirement to membership in =
USPS. This is a first. And it affirms how serious the membership decline =
is being treated by the lead educator of our organization.

I don't see this being voted on in the immediate future, but then again =
who knows, all it takes is a district resolution. If any of your =
districts are so inclined inform them to move a resolution forward to a =
future GB.

For now, I want your opinion and thoughts. For the record, I have =
favored this for a long time. Fewer and fewer members, and fewer and =
fewer members are taking our courses, both of these conditions have a =
serious negative impact on our revenue / our future.
