Members have choices, 1) read online, 2) down load to their computer,
individual sections or all of them, 3) order CD Rom or 4) printed copy from
HQ.. The item number for the CD Rom is already on the MemCom 20 or the
Membership Committee Requisition order form. Once this documented is
downloaded it can be easily burned to a CD Rom and handed out to others. I
really don=B9t see any reason to order anything from HQ, but you know we have
some challenged members, so just in case we tried to cover all the bases.

Recruiting

Recruiting is trending downward and I=B9m not sure why? Competition might be =
a
reason, state courses etc. but USPS is still the best darn boating club
around. We need to sell advantages of being a member and use the tools we
have for this purpose. Using the many Members Benefits can a boater afford
not to be a member?

Here are some additional thoughts about how we, the national committee migh=

RECRUIT OR RETAIN?=20
A PERSPECTIVE=20

What this points out is a two fold problem each with a different priority
from a squadron perspective. That is should squadron leadership focus
resources on recruiting or retention, or can we do both?
=20
Some squadrons are truly lucky enough they can focus on both recruiting new
members and promoting a positive squadron program to keep members to improv=
e
their retention and grow their local organizations.
=20
But others, too many, need to pull resources to focus on either recruiting
or retention. Leadership should determine which, to help focus their local
talents, resources.
=20
If squadron A has 50 =AD 60 members, same members do the same jobs year to
year, BURNOUT is not far away. Retaining a bunch of non-active, un-active
members will not improve the lot of the members burning out. RECRUITING
should be the focus for such squadrons. Squadron A=B9s need to RECRUIT LIKE
HELL!

If squadron B has 60 =AD 100 members or slightly more you may be able to focu=
s
on both recruiting and retention. Talented members however might better
serve the needs of the squadron by focusing on a retention plan to keep
existing members and make the squadron a place people want to join. Thus
solving the recruiting issue with a successful squadron program where
members join and stay.

If squadron C has more than 100 members they should be able to construct
successful recruiting and retention TEAMS. Working together can build a fun
place for boating, social activities, and self education for members.

Power Of One

Power Of One (POO) =8B Phase1 was introduced as a two year membership
recruitment program, effective 1 October 2003.During the first year of the
program, 35 Squadrons were awarded =B3Elite Status=B2 and 2 were designated wit=
h
the =B3Grand Challenge=B2 status. To date, almost 4,000 individuals have
received their distinctive POO lapel pin for influencing a new member to
join USPS=AE. Many individuals have won distinctive POO caps and jackets.

Unfortunately, in spite of the drive to add new members, the overall
membership numbers continued downward. This necessitated OCOM to suspend
monetary rewards to Squadrons at the end of the first year. However, they
approved continuing the individual awards until the end of the program, i.e=
.
30 September 2005. Final awards from phase 1 will be made at the annual
meeting in Orlando.

Power Of One----Phase 2
At the Portland Governing Board meeting, OCOM approved $2,000.00 for next
year=B9s POO program (1 October 2005 to 30 September 2006). This money will
provide for continuing the lapel pin program and enable us to recognize
members influencing 10, 20 and 30 new members with distinctive lapel pin
tabs to add to their POO pins. Your POO committee has ideas re recognizing
growing Squadrons, but is looking to locate extra finances. The long and
short is that POO continues. Keep recruiting those new members. However, in
the spirit of POO, don=B9t limit your recruiting to boating classes. Don=B9t le=
t
USPS be the best kept secret in the USA. Talk to your boating neighbors,
your slip mates, yacht club members and cruising club members.

Recruiting
For several years membership numbers in USPS have been declining. Membershi=
p
numbers are the net effect of recruiting plus retention. We have been
successful in past recruitment areas, but we have been dropping members at =
a
greater rate than we=B9ve been adding them. It, therefore, behooves us to tak=
e
a two pronged approach, i.e. continue to bring in large numbers of new
members and seriously address our retention programs. This article will
briefly look at the first of these problems.

To start with, all Squadron officers and membership teams are encouraged to
carefully review the national membership website. On that website, along
with many, many great ideas for recruiting and retention, you will find the
brand new Membership manual. Find it at

contains 28 common sense proposals for recruiting and 28 more for retention=
.
Read them with careful consideration. Many of these you will already be
doing. However, if each Squadron could pick up just one new tip for both
recruiting and retention, it could well make the difference between growth
and stagnation.

Recently I requested key National membership committee members to report th=
e
most successful recruiting idea from their District. I=B9ll be sharing these
with you over the next few months. However, D/Lt/C Earl Rose, JN from D/31
reports that the Grand Lake Sail and Power Squadron from his District grew
at 6.7% last year. Wouldn=B9t we like to see all Squadrons accomplish this
growth level! Earl reports that the success is due to one word,
=B3ENTHUSIASM=B2. They don=B9t just go through the motions of recruiting, they do
so with enthusiasm. Once they get them, they don=B9t just take their money an=
d
let them languish. They get them involved with enthusiasm. The Chief isn=B9t
asking you for 6.7% growth. He=B9s asking each squadron for 1%. Take time
today to develop your recruiting and retention plan. Aim for at least 1%,
and, in the spirit of Grand Lake Sail and Power Squadron, do so with
ENTHUSIASM.

Tools for Renewal and Retention
1. Letter from the Chief - R/C Bruce Troth has penned a great letter that h=

hopes the Chief will approve to be mailed with Renewals starting in January=

We are waiting to hear back from the Chief.
2. New Member Orientation Power Point CD =AD Recently developed by Chub Varga
and the Marketing Team.  We hope to make this available to all squadrons fo=
r
distribution in Orlando.  Thank you MarCom!
3. Use the Renewal Tools Power Point to motivate your members.  Be
pro-active and enthusiastic!  Download this program at

4. Experienced Boater=B9s Brochure =AD Make use of this brochure with friends t=
o
encourage them to join or remain as active members.  R/C Bruce Troth always

.
My husband recently recruited the husband of a member who said he would
never join because he had been boating all his life!  We processed him
following the experienced boater procedure and now he is teaching.
5. Communication Checklist =3D Review this list to be sure you are reaching
all members and involving them in your squadron activities.

News from Sea Scouts =AD BSA Venturing Meeting

Stf/C Roberta Dougherty, AP, attended the BSA Relationships Committee
Meeting in Irving Texas on 18 October as a member of this committee
representing USPS.  Approximately thirty attendees were present at the
morning meeting comprised of various civic and religious leaders from
organizations that are partners of the BSA.

Final reports were presented on the success of the National Jamboree and
announcements were made of badges and patches that these organizations awar=
d
to Boy Scouts who are also active with their specific civic organization.
USPS is one of the few that offers a prestigious award (Finley Sea Scout
Civic Service Award) for Boy Scouts, Sea Scouts, Venturing Crew members and
USPS members who earn the recognition and complete the requirements.

To complete the recognition process, we need to create and print a brochure
to promote and advertise this award.  Clearly this is a marketing tool of
these organizations to attract young scouts to join their ranks and become
active in their program while continuing with their scouting training.  The
Relationships Committee had developed guidelines to assist partners in
creating these types of awards and recognition patches.

The National Society of the Sons of the American Revolution and the Knights
of Pythias presented their brochures and awards.  A presentation was made o=
n
Soccer and Scouting; we viewed the American Legion flag education DVD "For
Which it Stand" and heard about the Freedom Foundation/BSA Leadership
Conference.

National Venturing Board Meeting =AD Stf/C Dougherty also attended the
National Venturing Board meeting held in the afternoon along with board
member, D/Lt/C Lee Popham, AP.  Various reports were presented on the
Jamboree and two action items are highlighted.

1) The Boy Scouts of America consider the partnership with USPS a complete
success and are looking for information and educational courses on operatio=
n
and use of personal watercraft.  They intend to make a formal request to th=
e
Risk Management Division of the BSA requesting the approval of use of PWCs
at all Boy Scout Camps and facilities.  They reason that PWCs are one of th=
e
most popular =B3starter=B2 power boats used today and that there is no value in
ignoring their existence.  They intend to be pro-active and teach Venturing
Crew Members (ages 14 =AD 21) about PWCs and to establish safety guidelines
for operation and use.  They will seek information and input from the USPS
educational division. Both D/Lt/C Lee Popham and Stf/C Dougherty indicated
that USPS may be able to assist with educational information on the use and
training of PWCs.

2) The Venturing Division is moving to more aggressively further the
establishment of Venturing Crew units throughout the United States. Sea
Scouts are a division of Venturing and would fall into this growth category=
.

WaterSmartSM from the Start Ready for Marketing

P/D/C Drex Bradshaw, JN has sent me the final drafts of the Teacher=B9s Manua=
l
and Student Workbook. He has contacted R/C Darrell Allison for assistance
with marketing this educational tool/game for teaching safe boating.  We
intend to highlight this USCG grant awarded product at the EXPO at the
Annual Meeting. WaterSmart is an eight-hour computerized game with three
scenarios and three levels of difficulties.  For fun and enjoyment, go to

Sea Vester Coloring Books

P/R/C Drex Bradshaw and P/R/C Charlie Tulip have filed a grant for funding
for this project. Sea Vester is the usps4kids mascot and used extensively
throughout D/5 at various boat shows, community events and outings.
Robotronics (developer) has offered to create a Sea Vester Coloring Boat.
To defer expenses for printing and distribution, Drex and Charlie have file=
d
a grant for the West Marine Youth Boating Safety Award. Outstanding!!!!

The Sea Scouts program gets the curious on the water and in charge.  By
DANNY GOLDMAN / dgoldman@mpnewspapers.com  When Mary Joyce D'Aurizio was a
child, she visited her aunt and uncle who lived on a lake. As a farmer's
daughter, she was always excited to go there. She recalled being envious of
those out on the boats.  D'Aurizio, now an experienced boater, hopes area
youths will have the chance to sail through Irondequoit's Sea Scout ship No=
.
5555. =20

The Sea Scouts are a branch of the Boy Scouts of America's venturing
program. Sea Scouts give boys and girls between the ages of 14 and 21 a
chance to learn safe boating and sailing.  There are about 10 members from
Pittsford, Charlotte, Irondequoit and Brockport on this "ship=B2 so far.
D'Aurizio's husband, Frank D'Aurizio, started the Sea Scouts program becaus=
e
of their involvement locally with the United States Power Squadrons. He
teamed up with Joan Halstead, the Boy Scouts' district program chairwoman,
to get the program started last fall.

The ship is sponsored by the Rochester Power Squadron.  The idea to bring a
Sea Scouts program to the area made perfect sense to Halstead, since
Irondequoit is surrounded by water.  The Power Squadron is an organization
committed to teaching safe boating and sailing skills and it has a close
relationship with the Boy Scouts of America.  Helpful community members are
an integral part of Sea Scouts success.  Sea Scouts members hold meetings a=
t
the Rochester Yacht Club, which allows members to gather in their junior
yacht club facility for no charge.  Their boat was donated by Bob Dowd, a
former Sea Scout in Buffalo. The boat is a 1976, 23-foot Watkins sailboat
named "Susie.=B2 =20

This past summer, crew members spent part of the season doing maintenance
work on "Susie " at Shumway Marina on Pattonwood Drive, whose owner also
donates storage space in winter.  Andrea Currie, 17, a senior at Irondequoi=
t
High School, got involved with the crew for more water time.  "I had gone
out sailing with friends a few times, but I wanted to get more experience,=B2
she said.  Currrie also helped on the summer maintenance work. Sea Scouts
sanded down the fiberglass on the hull, repainted the boat, and did other
routine maintenance.  This past June, the crew launched the boat for the
first time into Lake Ontario. They were able to do several day trips over
the summer as well as a kayaking trip.  "Two of our dynamic teachers have
been Rick Hibbs and Bob Brown, both from the Rochester Power Squadron,=B2 Mar=
y
Joyce D'Aurizio said.  The two have been taking the kids out sailing on the
donated boat and their own boats over the summer.  D'Aurizio said Brown, no=
w
the active skipper, oversaw all the maintenance work done on the boat over
the summer. He also teaches the kids about sailing.

Ship 5555 is looking for new members and adult advisors for the upcoming
year.  The first Sea Scouts meeting is at 7 p.m. Monday, Oct. 17, at the
Rochester Yacht Club, 5555 St. Paul Blvd. For information on joining, call
(585) 467-0963.  Sea Scouts need help  Their boat is in need of a
long-shaft, low horsepower outboard engine. If anyone is interested in

What this points out is a two fold problem each with a different priority f=
rom a squadron perspective. That is should squadron leadership focus resourc=
es on recruiting or retention, or can we do both? <BR>
&nbsp;<BR>
Some squadrons are truly lucky enough they can focus on both recruiting new=
 members and promoting a positive squadron program to keep members to improv=
e their retention and grow their local organizations. <BR>
&nbsp;<BR>
But others, too many, need to pull resources to focus on either recruiting =
or retention. Leadership should determine which, to help focus their local t=
alents, resources. <BR>
&nbsp;<BR>
If squadron A has 50 &#8211; 60 members, same members do the same jobs year=
 to year, BURNOUT is not far away. Retaining a bunch of non-active, un-activ=
e members will not improve the lot of the members burning out. RECRUITING sh=
ould be the focus for such squadrons. Squadron A&#8217;s need to RECRUIT LIK=
E HELL!<BR>
&nbsp;<BR>
If squadron B has 60 &#8211; 100 members or slightly more you may be able t=
o focus on both recruiting and retention. Talented members however might bet=
ter serve the needs of the squadron by focusing on a retention plan to keep =
existing members and make the squadron a place people want to join. Thus sol=
ving the recruiting issue with a successful squadron program where members j=
oin and stay.<BR>
&nbsp;<BR>
If squadron C has more than 100 members they should be able to construct su=
ccessful recruiting and retention TEAMS. Working together can build a fun pl=
ace for boating, social activities, and self education for members.</SPAN></=

recruitment program, effective 1 October 2003.During the first year of the p=
rogram, 35 Squadrons were awarded &#8220;Elite Status&#8221; and 2 were desi=
gnated with the &#8220;Grand Challenge&#8221; status. To date, almost 4,000 =
individuals have received their distinctive POO lapel pin for influencing a =
new member to join USPS&reg;. Many individuals have won distinctive POO caps=
 and jackets. <BR>
<BR>
Unfortunately, in spite of the drive to add new members, the overall member=
ship numbers continued downward. This necessitated OCOM to suspend monetary =
rewards to Squadrons at the end of the first year. However, they approved co=
ntinuing the individual awards until the end of the program, i.e. 30 Septemb=
er 2005. Final awards from phase 1 will be made at the annual meeting in Orl=
ando.<BR>
&nbsp;<BR>
<FONT COLOR=3D"#996633"><B>Power Of One----Phase 2<BR>
</B></FONT>At the Portland Governing Board meeting, OCOM approved $2,000.00=
 for next year&#8217;s POO program (1 October 2005 to 30 September 2006). Th=
is money will provide for continuing the lapel pin program and enable us to =
recognize members influencing 10, 20 and 30 new members with distinctive lap=
el pin tabs to add to their POO pins. Your POO committee has ideas re recogn=
izing growing Squadrons, but is looking to locate extra finances. The long a=
nd short is that POO continues. Keep recruiting those new members. However, =
in the spirit of POO, don&#8217;t limit your recruiting to boating classes. =
Don&#8217;t let USPS be the best kept secret in the USA. Talk to your boatin=
g neighbors, your slip mates, yacht club members and cruising club members.<=
BR>

</B></FONT>For several years membership numbers in USPS have been declining=
. Membership numbers are the net effect of recruiting plus retention. We hav=
e been successful in past recruitment areas, but we have been dropping membe=
rs at a greater rate than we&#8217;ve been adding them. It, therefore, behoo=
ves us to take a two pronged approach, i.e. continue to bring in large numbe=
rs of new members and seriously address our retention programs. This article=
 will briefly look at the first of these problems.<BR>
<BR>
To start with, all Squadron officers and membership teams are encouraged to=
 carefully review the national membership website. On that website, along wi=
th many, many great ideas for recruiting and retention, you will find the br=
and new Membership manual. Find it at <a href=3D"http://www.usps.org/national/=
membership/memcommanual.htm">http://www.usps.org/national/membership/memcomm=
anual.htm</a> <a href=3D"http://www.usps.org/national/membership/memcommanual.=

The manual contains 28 common sense proposals for recruiting and 28 more for=
 retention. Read them with careful consideration. Many of these you will alr=
eady be doing. However, if each Squadron could pick up just one new tip for =
both recruiting and retention, it could well make the difference between gro=
wth and stagnation.<BR>
<BR>
Recently I requested key National membership committee members to report th=
e most successful recruiting idea from their District. I&#8217;ll be sharing=
 these with you over the next few months. However, D/Lt/C Earl Rose, JN from=
 D/31 reports that the Grand Lake Sail and Power Squadron from his District =
grew at 6.7% last year. Wouldn&#8217;t we like to see all Squadrons accompli=
sh this growth level! Earl reports that the success is due to one word, <FON=
T COLOR=3D"#FF0000"><B>&#8220;ENTHUSIASM&#8221;</B></FONT><B>. </B>They don&#8=
217;t just go through the motions of recruiting, they do so with <FONT COLOR=
=3D"#FF0000"><B>enthusiasm</B></FONT><B>. </B>Once they get them, they don&#82=
17;t just take their money and let them languish. They get them <FONT COLOR=3D=
"#FF0000"><B>involved</B> </FONT>with <FONT COLOR=3D"#FF0000"><B>enthusiasm</B=
></FONT><B>. </B>The Chief isn&#8217;t asking you for 6.7% growth. He&#8217;=
s asking each squadron for 1%. Take time today to develop your recruiting an=
d retention plan. Aim for at least 1%, and, in the spirit of Grand Lake Sail=
 and Power Squadron, do so with <FONT COLOR=3D"#FF0000"><B>ENTHUSIASM</B></FON=
T><B>.<BR>

eeting in Irving Texas on 18 October as a member of this committee represent=
ing USPS. &nbsp;Approximately thirty attendees were present at the morning m=
eeting comprised of various civic and religious leaders from organizations t=
hat are partners of the BSA.<BR>

Final reports were presented on the success of the National Jamboree and an=
nouncements were made of badges and patches that these organizations award t=
o Boy Scouts who are also active with their specific civic organization. &nb=
sp;USPS is one of the few that offers a prestigious award (Finley Sea Scout =
Civic Service Award) for Boy Scouts, Sea Scouts, Venturing Crew members and =
USPS members who earn the recognition and complete the requirements. <BR>
<BR>
To complete the recognition process, we need to create and print a brochure=
 to promote and advertise this award. &nbsp;<I><U>Clearly this is a marketin=
g tool of these organizations to attract young scouts to join their ranks an=
d become active in their program while continuing with their scouting traini=
ng</U></I>. &nbsp;The Relationships Committee had developed guidelines to as=
sist partners in creating these types of awards and recognition patches. &nb=
sp;<BR>

The National Society of the Sons of the American Revolution and the Knights=
 of Pythias presented their brochures and awards. &nbsp;A presentation was m=
ade on Soccer and Scouting; we viewed the American Legion flag education DVD=
 &quot;For Which it Stand&quot; and heard about the Freedom Foundation/BSA L=
eadership Conference.<BR>

<FONT COLOR=3D"#008000"><B><U>National Venturing Board Meeting</U></B></FONT>=
 &#8211; Stf/C Dougherty also attended the National Venturing Board meeting =
held in the afternoon along with board member, D/Lt/C Lee Popham, AP. &nbsp;=
Various reports were presented on the Jamboree and two action items are high=
lighted.<BR>

1) The Boy Scouts of America consider the partnership with USPS a complete =
success and are looking for information and educational courses on operation=
 and use of personal watercraft. &nbsp;They intend to make a formal request =
to the Risk Management Division of the BSA requesting the approval of use of=
 PWCs at all Boy Scout Camps and facilities. &nbsp;They reason that PWCs are=
 one of the most popular &#8220;starter&#8221; power boats used today and th=
at there is no value in ignoring their existence. &nbsp;They intend to be pr=
o-active and teach Venturing Crew Members (ages 14 &#8211; 21) about PWCs an=
d to establish safety guidelines for operation and use. &nbsp;They will seek=
 information and input from the USPS educational division. Both D/Lt/C Lee P=
opham and Stf/C Dougherty indicated that USPS may be able to assist with edu=
cational information on the use and training of PWCs.<BR>
&nbsp;<BR>
2) The Venturing Division is moving to more aggressively further the establ=
ishment of Venturing Crew units throughout the United States. Sea Scouts are=
 a division of Venturing and would fall into this growth category.<BR>

er aunt and uncle who lived on a lake. As a farmer's daughter, she was alway=
s excited to go there. She recalled being envious of those out on the boats.=
 &nbsp;D'Aurizio, now an experienced boater, hopes area youths will have the=
 chance to sail through Irondequoit's Sea Scout ship No. 5555. &nbsp;<BR>
<BR>
The <FONT COLOR=3D"#FF0000"><B>Sea Scouts</B></FONT> are a branch of the Boy =
Scouts of America's venturing program. <FONT COLOR=3D"#FF0000"><B>Sea Scouts</=
B></FONT> give boys and girls between the ages of 14 and 21 a chance to lear=
n safe boating and sailing. &nbsp;There are about 10 members from Pittsford,=
 Charlotte, Irondequoit and Brockport on this &quot;ship&#8221; so far. &nbs=
p;D'Aurizio's husband, Frank D'Aurizio, started the <FONT COLOR=3D"#FF0000"><B=
>Sea Scouts</B></FONT> program because of their involvement locally with the=
 United States Power Squadrons. He teamed up with Joan Halstead, the Boy Sco=
uts' district program chairwoman, to get the program started last fall. &nbs=
p;<BR>

The ship is sponsored by the Rochester Power Squadron. &nbsp;The idea to br=
ing a <FONT COLOR=3D"#FF0000"><B>Sea Scouts</B></FONT> program to the area mad=
e perfect sense to Halstead, since Irondequoit is surrounded by water. &nbsp=
;The Power Squadron is an organization committed to teaching safe boating an=
d sailing skills and it has a close relationship with the Boy Scouts of Amer=
ica. &nbsp;Helpful community members are an integral part of <FONT COLOR=3D"#F=
F0000"><B>Sea Scouts</B></FONT> success. &nbsp;<FONT COLOR=3D"#FF0000"><B>Sea =
Scouts</B></FONT> members hold meetings at the Rochester Yacht Club, which a=
llows members to gather in their junior yacht club facility for no charge. &=
nbsp;Their boat was donated by Bob Dowd, a former Sea Scout in Buffalo. The =
boat is a 1976, 23-foot Watkins sailboat named &quot;<B><I>Susie</I></B>.&#8=
221; &nbsp;<BR>

This past summer, crew members spent part of the season doing maintenance w=
ork on &quot;Susie &quot; at Shumway Marina on Pattonwood Drive, whose owner=
 also donates storage space in winter. &nbsp;Andrea Currie, 17, a senior at =
Irondequoit High School, got involved with the crew for more water time. &nb=
sp;&quot;I had gone out sailing with friends a few times, but I wanted to ge=
t more experience,&#8221; she said. &nbsp;Currrie also helped on the summer =
maintenance work. <FONT COLOR=3D"#FF0000"><B>Sea Scouts</B></FONT> sanded down=
 the fiberglass on the hull, repainted the boat, and did other routine maint=
enance. &nbsp;This past June, the crew launched the boat for the first time =
into Lake Ontario. They were able to do several day trips over the summer as=
 well as a kayaking trip. &nbsp;&quot;Two of our dynamic teachers have been =
Rick Hibbs and Bob Brown, both from the Rochester Power Squadron,&#8221; Mar=
y Joyce D'Aurizio said. &nbsp;The two have been taking the kids out sailing =
on the donated boat and their own boats over the summer. &nbsp;D'Aurizio sai=
d Brown, now the active skipper, oversaw all the maintenance work done on th=
e boat over the summer. He also teaches the kids about sailing. &nbsp;<BR>
