Our meetings planning folks are hard at work getting things ready for
Orlando in early Jan.. As we look ahead Jan 5 is our closed meeting day, Ja=

6 the open meeting day, and then the 7th the actual GB. Hope to see many of
you in Orlando. It=B9s our last annual meeting there for foreseeable future.
Hotel is filling up FAST so make room reservations soon!

ANNOUNCING the new =B3Membership Committee Manual=B2 is now complete and on the
web. Make a note, here is its web address (URL):

Members have choices, 1) read online, 2) down load to your computer,
individual sections or all of them, 3) order CD Rom or 4) printed copy from
HQ.. The item number for the CD Rom is already on the MemCom 20 or the
Membership Committee Requisition order form. Once this documented is
downloaded it can be easily burned to a CD Rom and handed out to others. I
really don=B9t see any reason to order anything from HQ, but you know we have
some challenged members, so just in case. Tried to cover all the bases.

This month I would like to focus on HQ 103, Application for Reinstatement.
We are into the late / reinstatement period for member dues. Keep in mind
and share that when a member sends their payment directly to the squadron,
that squadron, usually the treasurer, will need to fill out an HQ 103 and
send to HQ (or fax it). Otherwise HQ has no way of knowing the member paid
and their computer record should be updated to change their status from
non-renewed to paid up. With VHQAB squadrons it is a little tricky. Use thi=
s
formula to know to file an HQ 103 or not. If the member has not paid by the
5th week after their due date, and then pays late, they are reinstating and
possibly the HQ 103 needs to be filed but does it? Answer, no if the member
sent payment directly to HQ, YES if payment was sent it to the squadron
treasurer.=20

I have had to deal with many unhappy members because they paid their dues
only The Ensign never started back up? Or no exam was mailed because the
computer still shows them as a non-renewed member. What happened? Well the
squadron never advised HQ they renewed. Sure they cashed the check and the
squadron was happy because they came back and paid but HQ was never told!

So remember, HQ 103 needs to be filed if the member sent payment directly t=

the squadron treasurer and this will and has happened even in squadrons
using the VHQAB billing system. The member couldn=B9t find the preprinted
envelope and someone from the squadron called, so the member sent the

Deadline: Nov 1, 2005 NSBC Essay Contest
For boating safety

The National Safe Boating Council's Boating Safety Sidekicks is currently
accepting essays about the importance of wearing a life jacket. The "Why I
Wear My Life Jacket" contest is requesting essays or short stories from kid=
s
between the ages of 4 and 15 explaining the importance of wearing a life
jacket and why they choose to wear one. The stories should be between one
and two pages and discuss their various boating experiences and why they
have worn a life jacket while on the water.  A first-, second- and
third-prize winner will be announced in the following age groups: 4 to 7
years old, 8 to 11 years old, and 12 to 15 years old. Winners will receive =
a
$100 savings bond. Awards will be given based upon good grammar, punctuatio=
n
and composition.
Entries should include name, age, and mailing address and be sent to:

Deadline: Nov. 1, 2005 - Boat/US Accepting 2006 Boating Safety Grant
Applications=20
The Boat/US Foundation Boating Safety Grant Program deadline is just a mont=
h
away, but it=B9s not too late to apply for funding for your organization=B9s
project idea. Grants are open to small, local nonprofit groups and
organizations, and are a unique way to increase safe boating practices
around the country. The deadline to apply is November 1, 2005.

Over the past 15 years, the Foundation has awarded over $615,000 in Boating
Safety Grant funds to develop innovative projects that promote safe boating
on local waterways. Topics have ranged from creating literature on the
effects of boating under the influence to boat ramp signage informing users
about free vessel safety checks. Interested groups can request up to $4,000
for eligible projects.

Grant guidelines, information, and applications are available online. Go to

awarded in late January 2006.

DEADLINE: 31 Dec 2005 Boating Safety Youth Program Award - Sponsored by Wes=

Marine=20
The purpose of the Boating Safety Youth Program Award is to provide a
vehicle for recognizing individuals and organizations that have developed
and successfully implemented innovative youth boating education programs
targeting safety issues and concerns of national interest. This year one
award will be given. This award includes a cash grant to be used for the
implementation or enhancement of a youth-oriented boating safety program.
The winner will make a presentation at the 2006 International Boating and
Water Safety Summit April 30 - May 3, 2006 in Palm Harbor, Florida.
The goal of this award is to encourage the development of innovative boatin=
g
safety education programs directed at youth. An additional goal is to make
innovative programs available and to encourage their use in many areas.Awar=
d
applications will be evaluated by NSBC based on criteria that includes a
program description, budget proposal, and availability of the program to be
duplicated by others. (See application on reverse side.) An interview
(personal or by phone) by a Council representative with the program
administrator may be required before final award selection.  .For a youth
boating program to qualify, it must integrate safety practices into the
program and be aimed at students under 18 years of age. Selection priority
will be given to unique or innovative programs with the primary goal of
increasing boating safety awareness among youth.
To receive the award, successful applicants must agree to attend the 2006
International Boating and Water Safety Summit in Palm Harbor, Florida, and
present a session on their award-winning youth program. Travel, two nights
lodging and subsistence based on federal allowance will be covered for a
representative of the award winner. The award grant may be used to purchase
necessary safety equipment, audio visual aids, printing, teaching aids,
program promotion and advertisement, rental time of pool or waterfront
facilities, transportation costs to on-water sites or other costs associate=
d
with the advancement of the program. Funds may not be used as wages or
salaries for instructors.

UPDATE on WaterSmartSM from the Start
Drex Bradshaw announced that the Instructor and student manuals for
WaterSmartSM from the Start are nearing completion.  Plans are being
developed to demonstrate these products at the Annual Meeting EXPO in
Orlando and then at IBWSS depending on the outcome of the Orlando meeting.

start to play.  This is more that a game.  It includes 8 hours of play with
three scenarios and four levels of difficulty.
Great Civic Service Project!  Work with an After School Program or Daycare
and teach children water and boating safety. Then engage them in the Poster
Contest.

NATIONAL EVENTS SUPPORT TEAM [NEST]
Stf/C Chub Varga, AP, PR-Marketing, submitted the following comments to
meeting attendees.  NEST is a cooperative cross committee ad hoc group
[MemCom, MarCom, Meeting COM and various District leaders, organized to for=
m
a small but varied committee to sketch out how the committee would work; wh=
o
(people and organizations) should be in it, what events (or types of events
to undertake), what role the committee would play in supporting national
boat shows, outdoorsmen=B9s shows, national fishing, sail or paddleboat
events, etc..  The USPS BSA Jamboree Team successfully developed a basic
taskforce and created a template for presenting a hands-on show exhibit.  S=
o
far this team is an ad hoc committee under Membership and Marketing.  If yo=
u
are interested or wish to take part in future meetings or online
discussions, please email Chub Varga at cvarga@us.ibm.com .  No attempt is
implied to take over any other committee assignment.  The goal is to assist
districts and squadrons with national show events that take place within
their locality in order to facilitate the execution of the presentation and
promote USPS.

Growth Plan Submitted to PlanCom

Note: The leaders of the Membership Committee submitted a 1% growth plan to
the Planning Committee. More details will follow as this proposal is
finalized into an action plan.  We need to encourage change in USPS
operations as well as cultural changes on the part of our members.  A
portion of the discussion follows below.  The suggestions for specific
action points will appear in next month=B9s MEMCOMments.
Statistics maintained by the Membership Committee show a continuing decline
in USPS membership growth during the past ten years.  The programs the
committee has developed during this time have included numerous campaigns t=
o
change this trend; however, the decline has continued. We are interested in
knowing what information you based your request upon for a 1% growth plan.
We assume the suggested change from 3% to 1% growth is done to include
squadrons and districts which achieve growth but are not counted if exhibit
less than 3% growth.  Looking at 2005 Growth Award statistics, 109 squadron=
s
met or exceeded the 3% growth rate. Using the 1% growth rate, this number
would increase to 156.  This is an improved idea to the program since a
larger number of growing squadrons is counted and recognized.
We seriously believe that more that creating a growth plan, USPS needs to
change the way it operates along with necessary cultural changes on the par=
t
of our members.  People do not join an organization because it needs
members; rather they join for what they can get out of it and remain,
because of the personal connections they develop as a member.  We need to
create an environment within our organization that members can=B9t afford not
to renew and new members need what we offer.
During the MemCom session with the Planning Committee, several PlanCom
members stated that we have to change the way we are operating to turn
around the declining membership of USPS.  We agree and think we need to
continue to work together to make this change occur.  You have the resource=
s
and surveys that show what must happen.  We need to have access to those
findings and your input to create a growth plan for USPS that will succeed.
We ask you to share your evidence in a joint work session to develop a
realistic growth plan together.
In the meantime the Membership Committee is looking at what survey data was
offered to help us focus our efforts to satisfy the needs pointed out in th=
e
survey results and conclusions drawn by your committee.

To facilitate any program for growth it is necessary to get everyone on the
same page, top down and bottom up. This can be achieved with planning. EACH
district and squadron should be given their targeted 1% in a goal setting
environment. This goal is achievable with either recruiting or retention bu=

mostly likely a combination of both, as the graphic above clearly shows.
Retention is a key since most likely this group is where future leaders
would come.=20

stimulating other USPS members to go after new members. Why keep USPS a
secret? Share it with your boating buddies!

 of the Boating Safety Youth Program Award is to provide a vehicle for recog=
nizing individuals and organizations that have developed and successfully im=
plemented innovative youth boating education programs targeting safety issue=
s and concerns of national interest. This year one award will be given. This=
 award includes a cash grant to be used for the implementation or enhancemen=
t of a youth-oriented boating safety program. The winner will make a present=
ation at the 2006 International Boating and Water Safety Summit April 30 - M=
ay 3, 2006 in Palm Harbor, Florida.<BR>
The goal of this award is to encourage the development of innovative boatin=
g safety education programs directed at youth. An additional goal is to make=
 innovative programs available and to encourage their use in many areas.Awar=
d applications will be evaluated by NSBC based on criteria that includes a p=
rogram description, budget proposal, and availability of the program to be d=
uplicated by others. (See application on reverse side.) An interview (person=
al or by phone) by a Council representative with the program administrator m=
ay be required before final award selection. &nbsp;.For a youth boating prog=
ram to qualify, it must integrate safety practices into the program and be a=
imed at students under 18 years of age. Selection priority will be given to =
unique or innovative programs with the primary goal of increasing boating sa=
fety awareness among youth.<BR>
To receive the award, successful applicants must agree to attend the 2006 I=
nternational Boating and Water Safety Summit in Palm Harbor, Florida, and pr=
esent a session on their award-winning youth program. Travel, two nights lod=
ging and subsistence based on federal allowance will be covered for a repres=
entative of the award winner. The award grant may be used to purchase necess=
ary safety equipment, audio visual aids, printing, teaching aids, program pr=
omotion and advertisement, rental time of pool or waterfront facilities, tra=
nsportation costs to on-water sites or other costs associated with the advan=
cement of the program. Funds may not be used as wages or salaries for instru=

es. &nbsp;NEST is a cooperative cross committee ad hoc group [MemCom, MarCom=
, Meeting COM and various District leaders, organized to form a small but va=
ried committee to sketch out how the committee would work; who (people and o=
rganizations) should be in it, what events (or types of events to undertake)=
, what role the committee would play in supporting national boat shows, outd=
oorsmen&#8217;s shows, national fishing, sail or paddleboat events, etc.. &n=
bsp;The USPS BSA Jamboree Team successfully developed a basic taskforce and =
created a template for presenting a hands-on show exhibit. &nbsp;So far this=
 team is an ad hoc committee under Membership and Marketing. &nbsp;If you ar=
e interested or wish to take part in future meetings or online discussions, =

rship Committee submitted a 1% growth plan to the Planning Committee. More d=

We need to encourage change in USPS operations as well as cultural changes o=
n the part of our members. &nbsp;A portion of the discussion follows below. =
&nbsp;The suggestions for specific action points will appear in next month&#=

font-size:13.0px'> maintained by the Membership Committee show a continuing =
decline in USPS membership growth during the past ten years. &nbsp;The progr=
ams the committee has developed during this time have included numerous camp=
aigns to change this trend; however, the decline has continued. We are inter=
ested in knowing what information you based your request upon for a 1% growt=
h plan. &nbsp;We assume the suggested change from 3% to 1% growth is done to=
 include squadrons and districts which achieve growth but are not counted if=
 exhibit less than 3% growth. &nbsp;Looking at 2005 Growth Award statistics,=
 109 squadrons met or exceeded the 3% growth rate. Using the 1% growth rate,=
 this number would increase to 156. &nbsp;This is an improved idea to the pr=
ogram since a larger number of growing squadrons is counted and recognized.<=
BR>
We seriously believe that more that creating a growth plan, USPS needs to c=
hange the way it operates along with necessary cultural changes on the part =
of our members. &nbsp;People do not join an organization because it needs me=
mbers; rather they join for what they can get out of it and remain, because =
of the personal connections they develop as a member. &nbsp;<U>We need to cr=
eate an environment within our organization that members can&#8217;t afford =
not to renew and new members need what we offer.<BR>
</U>During the MemCom session with the Planning Committee, several PlanCom =
members stated that we have to change the way we are operating to turn aroun=
d the declining membership of USPS. &nbsp;We agree and think we need to cont=
inue to work together to make this change occur. &nbsp;You have the resource=
s and surveys that show what must happen. &nbsp;We need to have access to th=
ose findings and your input to create a growth plan for USPS that will succe=
ed. We ask you to share your evidence in a joint work session to develop a r=
ealistic growth plan together.<BR>
In the meantime the Membership Committee is looking at what survey data was=
 offered to help us focus our efforts to satisfy the needs pointed out in th=
e survey results and conclusions drawn by your committee.<BR>
