Ahoy and Welcome to the Membership Committee Newsletter on line,
This is a monthly publication edited by Brad Peterson of MemCom. Articles
for publication are due to Brad by the 9th of every month. This month of
January =B906 is the exception due to the proximity of the Annual Meeting.
This e- publication is emailed to all committee members of the National
Membership Committee. We welcome =B3newsy=B2 updates to happenings involving
MemCom.sucess stories, awards to squadrons, districts, information on new
deliverables, ideas and promotions. Feel free to share this publication
with your district or squadron members. It is delivered in HTML format and
can be forwarded easily. Spread the word and make connections between
members. Our theme for 2006 is USPS 4 You! We are focused to bring
assistance, guidance and contact with our most valued Membership partner:
The Squadron! We are all members of a squadron first and that is our focus
for growth in 2006.
Rear Commander=B9s Comments:
I appreciate the confidence placed in me by the GB when they elected me to
the position of Rear Commander, Membership Committee. We have a serious
challenge, but a great opportunity to grow USPS and make it a more viable
and a better member-oriented organization. I thank you and many others for
your pledge of support. I am equally thankful in turn, for your
contribution of time, talent and energy to make this Annual Meeting a
success. We, the Membership Committee members do make a difference and the
EXPO was a fun and memorable event.
Thank you Jeanne Sangiorgio and all committee members who worked on the
EXPO. Thank you First Timer's, Barbara Burdick, Team leader for a
successful orientation and 1st Timer=B9s reception. We had a glitch in room
conflict with Friday's Orientation so we are sending a note of apology to
those who were inconvenienced. Thank you Susan Darcy for filling in so well
and keeping us promoted and on the web! Thank Janet Stein and Lyle Rea for
the Power of One program. Thank you, Gail Nachman for the effort on the
Boat/US Civic Service Award. Thank you Drex Bradshaw, Ted Wallace for
working on WaterSmart. Thank you Carolyn Knaggs and all members who
diligently worked the MemCom tables in the registration area.
Look for a renewed and stronger effort to maintain better connections with
our key partner - The Squadron! Never forget we are all squadron members
first. That is where recruiting, retention, involvement and connection
between our members take place. "USPS 4 you" is our theme and it is a
customer service oriented message. That translates into increased efforts
to provide programs, resources and one-on-one contact with the squadrons.
They are our focus. We will be issue-driven and not "ego-driven. I hope to
cross levels and divisions of our organization and drive the growth of USPS=
.
Remember an important part of growth is retention of our current members
plus the addition of new members. You will hear more about "Keeping in
Touch" shortly.
Bruce Troth, our friend and leader for three years has led the way and I
thank him also for his view and concept of what needs to happen. I also
welcome aboard our new staff commander Bob Rayburn. He will take over the
responsibilities that I previously held and will do an excellent job. Bob'=
s

concerns, needs for retention, community or youth initiatives. Bob is a
=B3master=B2 teacher working in the Columbus OH school system to teach teacher=B9=

work to assist him and help USPS with membership retention, community

assisting and spreading the word about USPS. One way to do this is to stay

on happenings within USPS. Share the info with your squadron and district

4. Carry a pocket MemCom Application form =AD Travel to meetings and squadron
events with one in your pocket. I recruited two members at the meeting in

5. Information and CD-ROM distribution from Closed Meeting in Orlando =AD
Anyone who did not attend the meeting in Orlando should contact me and I
will mail him the information from the Closed Meeting and the CD-Rom with
new Recruiting PowerPoint and the New Member Orientation PowerPoint. Great

6. Last Chance to Apply for Clean Water Grants There=B9s not much time left
for small, local nonprofits to apply for a Boat/U.S. Foundation 2006 Clean
Water Grant. Up to $4,000 per group is available to fund creative and
innovative projects that teach boaters cleaner habits on the water. Past
projects have covered topics like pump out education, pollution prevention,
mono-filament fishing line recycling, and preventing the spread of aquatic
nuisance species. Projects MUST involve educating boaters. Never applied
for a grant before? No problem. The application is simple, and we=B9re here t=
o
help if your group is selected for funding. You supply the great idea, an
organized and realistic plan, and a team of dedicated volunteers, and we=B9ll
help with the funding. The deadline to apply is February 1, 2006. To read

MEMCOMments: Meeting on 12 Jan with John Malatak & PCI
To All, My meeting with John Malatak (USCG), Virgil Chambers (NSBC) and PC=
I
(contractor for USCG) was requested by John when he saw the materials that
have been produced during our Orlando visit. John was particularly excited
about the interactivity especially in the Hypothermia/Wind chill section as
well as many other aspects of the program.
We met in Alexandria on 12 January at 1200 in the PCI facility. Bob Spragu=
e
the owner of PCI and other representatives from PCI along with John Malatak
and his assistant Jo, Virgil Chambers and myself were in attendance. John
opened the meeting and stated his desires to try and incorporate what I had
done from WaterSmart into his ongoing project with PCI to develop materials
for In School programs at the elementary school level.
John ask that I provide an overview of WaterSmart which I did in about a 45
minute timeframe going over the various part of the game and how the manual=
s
interfaced with the game.
Background---- When we talked with John about two years ago concerning
Phase one and two of WaterSmart and ultimately received the grant, there wa=
s
interest in making this an in-school program. However, after an initial
review of the materials during a Summer Rendezvous John suggested that the
current status of the school system was such that if a program did not
directly relate to the SOL's then it would most likely fail in that venue a=
s
the teachers were over their heads without additional things to teach. At
this point John suggest the After School programs which we are actively
pursing like Sea Scouts/BSA, Girl Scouts, Boys Clubs, ETC. As you might
imagine I was suprised when I got to the meeting and realized that an
in-school program was in the work.
Back to the meeting---- I was however, pleasantly suprised after viewing
the draft materials that PCI is developing using the Sidekicks characters
from NSBC as part and parcel to their documents. At this point PCI is
developing the materials but still in the discussion stages with John as to
how the 10,000 packets will be defined. Will it be an instructs manual fro=
m
which the teachers can copy, hard copy to pass out, be a consolidation of
1st and 2nd grade with 3rd and 4th and 5th and 6th etc. What they had
produces at this point was at the 1st and 2nd grade levels and did not
specifically specify it as boating safety but just safety in general. Thei=
r
thoughts were that persons of this age and more importantly those without
water close by would be turned off by water/boating safety but things like
skate boards/bicycles etc. were universal and would be used, not put on the
shelf. PCI did a survey in the local schools to find out what was desired
and thus are putting that in the materials. Although some water and boatin=
g
materials will come out of this the emphasis is on SAFETY in general.
Virgil Chambers (NSBC) is producing short Expect the Unexpected type DVD's
about 7-8 minutes in length in support of this concept as well. Skateboard=
s
etc with some water materials. Each DVD is sold for $5.00
After much discussion we all concurred that WaterSmart is a course and migh=
t
not be effective to integrate with PCI's current project however I ask
Virgil and John to make sure that his Side Kicks communicated with Sea
Vester to make it known that Sea Vester has a in-depth boating game that ca=
n
be used for all of those after school programs and some in school programs
if the teachers are so inclined. I will be working with Virgil to make thi=
s
happen thus getting more WEB exposure for Sea Vester and WaterSmart.
John ask me specifically for my take on the programs and I stated as I said
above that the two were different and other than a mention of the
availability I thought the two should be separate. I ALSO SAID THAT MY
DESIRE WAS FOR EVERY END USER TO TAKE HOME A MANUAL (PAPER BASED) upon
completion of the program or during, to show their parents/guardians what
they were learning. This is IMPORTANT especially in those homes that are
not equipped with computers or computer type persons. A hard copy with
color pictures will go a long way to SAVING LIVES and that is what
WaterSmart is designed to do. I also explained the potential revenue strea=
m
for USPS, distribution system by USPS of this material and that I was
looking for a source of funding to MASS PRODUCE this material at a cheap
rate so EVERYONE CAN HAVE THEIR COPY. Electronic is OK but not for everyon=
e
thus WE Need paper based materials. At this point I suggested that the
Wallops-Breaux Trust Foundation was a great source of money and the dollars
that we as taxpaying Boaters have put in should be used for this program.
All in attendance were very impressed with what WaterSmart is and how its
been developed. They indicated pretty much across the board that there is =
a
place for this type of course and it should be moved ahead as it is 99.9%
complete as of this date.
I have ask the USPS lawyers to look at the material re a liability issue
statement at the beginning of the material and will add a short note before
the labs to make sure that the Instructor/Guide determins the
medical/physical capability of the end users to make sure no one gets hurt
in the process.=20
At the end of the meeting John got me aside and indicated his excitment wit=
h
WaterSmart and that we needed to get on the wagon for funding.
We have a small grant to cover the cost of 20 manuals each being printed as
we speak but we need some more capital in the range of $150-200K to really
get this program moving.
Charles Holmes, Sea Scouts/BSA director saw the program in Orlando and
indicated that all 600 ships should have this as a core component of their
training. Guess that could translate into 600 instructor manuals and 15-20=
K
student manuals. A very modist handling charge by USPS could mean an
increasing revenue stream over the next several years. How many Boy
Scouts/Girl Scouts/ etc do we have in the US?????$$$$$$$$$$.
TVA is looking at 200 volunteers teaching this course in the deep south to
our youth. I will most likely meet with them in February to discuss the
concepts of the program. $$$$$$

It=B9s never too early to think about retention!
=80 Most people are introduced to power squadron through education, imbed
the message in your communication with squadrons to reinforce the positive.
=80 Become familiar with and use member benefits as a foundation to suppor=
t
retention.
=80 Begin encouraging squadrons to plan a public boating class during
national safe boating week. They can benefit from the free advertising to
increase attendance.
=80 While most of us are =B3senior members=B2, encourage squadrons to look for
youth related opportunities in their communities. There is an energy that
comes from working with young people that invigorates everyone.
=80 Communicate the new dates for the youth poster contest. Remember,
grandparents love their grandkids!

USPS is a resource=20
=80 We are a national organization with a fantastic group of talented
people!
=80 Members that travel have the opportunity to visit other squadrons.
Remind them to check out squadrons locations they travel to for business or
pleasure.=20

with solutions to challenges the squadrons.

To All, My meeting with John Malatak (USCG), Virgil Chambers (NSBC) a=
nd PCI (contractor for USCG) was requested by John when he saw the materials=
that have been produced during our Orlando visit. John was particular=
ly excited about the interactivity especially in the Hypothermia/Wind chill =
section as well as many other aspects of the program. <BR>
<BR>
We met in Alexandria on 12 January at 1200 in the PCI facility. Bob S=
prague the owner of PCI and other representatives from PCI along with John M=
alatak and his assistant Jo, Virgil Chambers and myself were in attendance. =
John opened the meeting and stated his desires to try and incorporate =
what I had done from WaterSmart into his ongoing project with PCI to develop=
materials for In School programs at the elementary school level. <BR>
<BR>
John ask that I provide an overview of WaterSmart which I did in about a 45=
minute timeframe going over the various part of the game and how the manual=
s interfaced with the game. <BR>
<BR>
<BR>
Background---- When we talked with John about two years ago concernin=
g Phase one and two of WaterSmart and ultimately received the grant, there w=
as interest in making this an in-school program. However, after an ini=
tial review of the materials during a Summer Rendezvous John suggested that =
the current status of the school system was such that if a program did not d=
irectly relate to the SOL's then it would most likely fail in that venue as =
the teachers were over their heads without additional things to teach.  =
;At this point John suggest the After School programs which we are actively =
pursing like Sea Scouts/BSA, Girl Scouts, Boys Clubs, ETC. As you migh=
t imagine I was suprised when I got to the meeting and realized that an in-s=
chool program was in the work. <BR>
<BR>
Back to the meeting---- I was however, pleasantly suprised after view=
ing the draft materials that PCI is developing using the Sidekicks character=
s from NSBC as part and parcel to their documents. At this point PCI i=
s developing the materials but still in the discussion stages with John as t=
o how the 10,000 packets will be defined. Will it be an instructs manu=
al from which the teachers can copy, hard copy to pass out, be a consolidati=
on of 1st and 2nd grade with 3rd and 4th and 5th and 6th etc. What the=
y had produces at this point was at the 1st and 2nd grade levels and did not=
specifically specify it as boating safety but just safety in general.  =
;Their thoughts were that persons of this age and more importantly those wit=
hout water close by would be turned off by water/boating safety but things l=
ike skate boards/bicycles etc. were universal and would be used, not put on =
the shelf. PCI did a survey in the local schools to find out what was =
desired and thus are putting that in the materials. Although some wate=
r and boating materials will come out of this the emphasis is on SAFETY in g=
eneral. Virgil Chambers (NSBC) is producing short Expect the Unexpecte=
d type DVD's about 7-8 minutes in length in support of this concept as well.=
Skateboards etc with some water materials. Each DVD is sold for=
$5.00 <BR>

After much discussion we all concurred that WaterSmart is a course and migh=
t not be effective to integrate with PCI's current project however I ask Vir=
gil and John to make sure that his Side Kicks communicated with Sea Vester t=
o make it known that Sea Vester has a in-depth boating game that can be used=
for all of those after school programs and some in school programs if the t=
eachers are so inclined. I will be working with Virgil to make this ha=
ppen thus getting more WEB exposure for Sea Vester and WaterSmart. &nb=
sp;<BR>
<BR>
John ask me specifically for my take on the programs and I stated as I said=
above that the two were different and other than a mention of the availabil=
ity I thought the two should be separate. I ALSO SAID THAT MY DESIRE W=
AS FOR EVERY END USER TO TAKE HOME A MANUAL (PAPER BASED) upon completion of=
the program or during, to show their parents/guardians what they were learn=
ing. This is IMPORTANT especially in those homes that are not equipped=
with computers or computer type persons. A hard copy with color pictu=
res will go a long way to SAVING LIVES and that is what WaterSmart is design=
ed to do. I also explained the potential revenue stream for USPS, dist=
ribution system by USPS of this material and that I was looking for a source=
of funding to MASS PRODUCE this material at a cheap rate so EVERYONE =
CAN HAVE THEIR COPY. Electronic is OK but not for everyone thus WE Nee=
d paper based materials. At this point I suggested that the Wallops-Br=
eaux Trust Foundation was a great source of money and the dollars that we as=
taxpaying Boaters have put in should be used for this program. =

All in attendance were very impressed with what WaterSmart is and how its b=
een developed. They indicated pretty much across the board that there =
is a place for this type of course and it should be moved ahead as it is 99.=
9% complete as of this date. <BR>
<BR>
I have ask the USPS lawyers to look at the material re a liability issue st=
atement at the beginning of the material and will add a short note before th=
e labs to make sure that the Instructor/Guide determins the medical/physical=
capability of the end users to make sure no one gets hurt in the process. <=
BR>

At the end of the meeting John got me aside and indicated his excitment wit=
h WaterSmart and that we needed to get on the wagon for funding. <BR>
<BR>
We have a small grant to cover the cost of 20 manuals each being printed as=
we speak but we need some more capital in the range of $150-200K to really =
get this program moving. <BR>

Charles Holmes, Sea Scouts/BSA director saw the program in Orlando and indi=
cated that all 600 ships should have this as a core component of their train=
ing. Guess that could translate into 600 instructor manuals and 15-20K=
student manuals. A very modist handling charge by USPS could mean an =
increasing revenue stream over the next several years. How many Boy Sc=
outs/Girl Scouts/ etc do we have in the US?????$$$$$$$$$$. <BR>

TVA is looking at 200 volunteers teaching this course in the deep south to =
our youth. I will most likely meet with them in February to discuss th=
