[Phoenix] Phoenix Sail & Power Squadron Executive meeting March 8th

Our webmaster has been working overtime again.  He has graciously put the
agenda for the Executive meeting on the website for anyone to download at
their leisure.  This is a evolving work and will soon include meeting agenda
and maybe minutes for members to review.
