California's vessel registration law is found in Vehicle Code sections 
9850-9854.  Section 9850 says the law applies to undocumented vessels only.  
"Undocumented vessel" is defined in Vehicle Code section 9840(g) as a vessel that is 
not required to have, and does not have,  Federal marine documentation.

The California law is consistent with Federal regulations.  33 CFR 173.11(e) 
exempts Federally documented vessels from state numbering.

SO:  your friend doesn't have to get a vessel registration in California.  
Let's move on to the tax question.

County assesors use vessel registrations here in California.  I get a bill 
from the Los Angeles County Assessor every year for my trailerable sailboat.   
That's not the only route they have.  California has an alternate method for 
assessing personal property. The following citations are to the Revenue and 
Taxation Code

Section 130:  Defines "vessel" and "ducmented vessel"

Section 201:  This is a general purpose statute allowing taxation of real and 
personal property within the state (unless otherwise exempted).  There are 
some vessel exemptions, but none are likely to apply to this case.

Section 441 requires the owner of taxable personal property with an aggregate 
cost of  $100,000 or more to file an annual property statement with the 
county assessor.

The boat won't be assessed until it is physically within the state, but after 
that........
