[Psml] PSML Digest, Vol 3, Issue 11 Dues billing question

When the family membership came along in late 1982, Family membership was intended for spouses, etc who did not take a "basic" boating class, so that the entire family could participate.  Family members did not, and still do not, have to take a boating safety course.  
Other women would become active members at full  dues.  Several years later the "additional" active designation with half price national dues was instituted.
As time went on many spouses joined as family members rather than active members because the dues were usually  less.  Unfortunately, no one kept track of  who had a boating class and who didn't and I'm sure very few, if any, squadrons kept much in the way of records.  
It should be interesting, sorting this out.
