In reply to Pat Jarmon's original question of "Family Member"  
requirements, the USPS Bylaws in the Op's Manual version 1997;  
Section 3.6 states:
"...(2) has passed an examination
approved by the Operating Committee; and (3) is at
least 18 years of age may be admitted..."

and Sections 3.7:
"Family members of USPS may be
admitted in the same manner as active members.
Persons eligible as family members shall consist of
individuals related to an active member by blood,
legal adoption, or marriage and who reside with or
are dependents of such active member."

and 3.7.2 state:
"Family members shall be entitled, after
passing an examination approved by the Operating
Committee, to take USPS educational courses
offered by the squadron of the active member or
by another squadron subject to its approval."

The above hold true in the current Bylaws (my copy dated 09/01/06) as  
well.

So it would seem that, yes a family member who has not passed a  
Boating course of some variety may, in fact, be improperly upgraded  
in status to 'Active'.

I guess it is time for the 'Keeper's of the Roster' or Membership  
Committees of all squadrons to go through their records, find all  
members with 'Family' status and ascertain whether they have taken  
(passed) an approved boating course.

This must have come across some squadron's Roster, Database, MemCom  
or Personnel committee before now. How was it handled? (Take a  
course, or out-you-go?) or just a quiet status change?
In states with mandatory educational requirements it's gotten easier,  
if they've got their 'Boat Operator's Certificate', they have passed  
a course (however dumbed-down that course may be).

I do hope though that someone in the National MemCom or Rules is  
taking a look at this or has some guidance to offer.
