As directed, after each public boating class I send in the completed answer
sheet to headquarters for everyone with a passing score.  I am under the
impression the purpose is for permanent retention so that, if ever needed,
there is proof of satisfactory completion.  I don't see how this would ever
get into the DB2000 because there is nothing on the answer sheet to indicate
the person joined, and in most cases they have not by the time the answer
sheet is mailed.  I had one case a few months ago where a person needed
proof of completion and I verified it with headquarters.   If I recall
correctly, he took the course in the early 90's.  While we do keep local
records I think it is impractical to expect a squadron that does not have a
permanent physical location to maintain as complete a set of records as
national when the volunteers maintaining them change frequently as do the
records location.

I believe it is up to the individual to keep the certificate of completing a
boating course.  That is how the records can be corrected regarding family
or full membership.  Don't fault headquarters if the squadron can't keep
their records up to date.
