It is my understanding that HQ has been manually typing in that data from the ED26 forms that have been sent into HQ long before we started BCA or DB2000. They will even do it now even though you can do it from BCA. They just recently finsihed inputting a 2 yr old batch of mine from our squadron. I see some boating class completions from the 80's in my district DB2000.

  National has no idea who passed or didn't pass the boating classes in the 80's and probably most of the 90s.  I don't find it in my DB2000 even today.
