John,
I will take your first question. I just did this exact thing with a couple
students recently. I gave them the application and the phone number for the
Commander of the squadron nearest where they live. I then called that
Commander and gave him their information and suggested he call them
directly. I also told him he owed me a couple now ;~) I followed up with the
prospective members a day later and confirmed they had been contacted by the
other Commander, they had.

I don't know why this message was addressed to me, but I will ask the
obvious questions: "What happens when a prospective member wishes to join a
Squadron in a different area than the Squadron who taught the boating course
he/she took?" The next question is: "Why send the information to National
if they are not going to keep accurate records?"
