[Psml] Updated MemCom1in Process

We have a draft MemCom1 undergoing review at this time.  Headquarters will
continue to process the older forms and Membership Chairs can just insert
the letters "N/A" in the areas where it asks for squadron boating course
date of completion on any of the current forms found on line or in hard
copy.  However, should the new member have completed any NASBLA approved
course that information needs to be included in order to provide a complete
record. The educational waiver is valid for three years.
