[Psml] Required Placard

Mac -
I believe they are referring to the so called MARPOL placard, which is as  
far as I know needs to be an area where garbage is kept (I keep mine under the  
sink near the garbage pail). Theoretically, you also need a garbage disposal  
plan as well as the displayed placard.
