I have all three items on my boat,
and Vessel Exam was completed  a
couple of weeks back (USPS).

Two placards are required on vessels over 26 feet in length.

(1)  A MARPOL trash placard (there is no mention in the
USCG Vessel Safety Check that it has to be displayed over
the sink.  Logically it should be placed where crew and
guests can see and read it -- even  behind the galley sink
door or on the trash can.

Additionally vessels larger than 39 - 1/2 feet are required
to have a written waste management plan.

(2) A DISCHARGE OF OIL PROHIBITED placard.  Again, there is
no location specified, but most boaters put them in the engine
room in a visible place.
