We for all the USPS educated boaters, having a dual scan or tri scan VHF  
resolves all these issues.  If someone does not have a radio with these  
features, they also do not have access to rescue 21 or an MMSI  number.
 
For our members AND students, it would seem quite foolish!
 
There's the financial investment of the vessel and a  personal investment for 
anyone on board, two or three hundred dollars to  have current technology 
that could easily save someone's life should be a no  brainier.

Fuel  $ 2,000
Ins.   $    500
 
Letting people you care about suffer in peril because you didn't want to  
spend money on a new radio....
