[Psml] Dues Structure Question - changing family to Active members

Akron Power Squadron (about 230 members) has followed National's lead and modified our dues structure.
Under the new USPS structure, there is no difference between Additional Active and Family member. Because of this, we had planned to change all qualifying (i.e., those who passed the boating course) "Adult Family" members to "Additional Active". However, we found out that there is a $10 charge to change member classification. We have about 25 members who qualify for this membership change.
I would like to see some thought given to eliminating this $10 charge, so that squadrons can convert their qualifying "family" to "active" membership status.
Note that an adult family member already gets hit with around $ 9 in a dues increase, just because of the new National dues structure.
Has any other squadron thought about this? What are your feelings?
